Job Overview:
The Resource Mobilization Officer (Donor Engagement) plays a crucial role in strengthening the IOM's resource mobilization efforts. This position involves supporting strategic donor engagement and facilitating strong relationships with donors. The incumbent will act as the primary point of contact for assigned donors, ensuring regular communication and anticipating their needs. The role requires the preparation of tailored background briefs, talking points, and presentations that align with the interests of the donors. The officer will also coordinate Senior Official Meetings and support the organization of donor visits and advisory group meetings. This position is vital for enhancing IOM's understanding of donor priorities and ensuring effective follow-up communication to secure predictable and flexible funding. The Resource Mobilization Division (RMD) is dedicated to expanding financial support for IOM Country Offices, and the officer will contribute to this mission by conducting thorough research and analysis on donor strategies, thereby informing IOM’s resource mobilization efforts.

Duties and Responsibilities:
  • Act as the primary point of contact for assigned donors, ensuring proactive engagement and communication.
  • Initiate and maintain regular communication with donors, providing timely updates and solutions to their inquiries.
  • Liaise with relevant donor counterparts to support the organization and agenda setting against key fundraising objectives.
  • Conduct thorough research and analysis on donor priorities and strategies to inform resource mobilization efforts.
  • Prepare background briefs, talking points, and presentations tailored to the interests of assigned donors.
  • Lead coordination for Senior Official Meetings, ensuring effective collaboration among internal and external stakeholders.
  • Support the organization of donor visits, Donor Advisory Group meetings, and other key external forums.
  • Facilitate partnership building for International Financial Institutions (IFIs) and Multilateral Development Banks (MDBs) related to IOM operations.
  • Perform other related duties as assigned by the Director of RMD or Head of Financing and MDB Engagement.

Required Qualifications:
  • Master’s degree in international relations, development studies, international affairs, social sciences, law, or a related discipline with at least five years of relevant professional experience; or a university degree in the above fields with at least seven years of relevant professional experience.
  • Minimum of 5-7 years of experience in humanitarian resource mobilization, program support, or donor relations.
  • Experience working in complex emergencies or protracted crises is highly desirable.
  • Excellent writing and communication skills, with experience in preparing analytical briefs or reports being an asset.
  • Strong organizational skills, with the ability to multi-task, prioritize, and work independently to meet deadlines.

Educational Background:
Candidates must possess either a Master’s degree in relevant fields such as international relations, development studies, or social sciences, along with at least five years of professional experience, or a university degree in the same fields with a minimum of seven years of relevant experience. This educational background is essential to ensure that the candidate has a solid understanding of the complexities involved in resource mobilization and donor engagement.

Experience:
The position requires a minimum of 5-7 years of experience in areas related to humanitarian assistance, resource mobilization, program support, or donor relations. Candidates should have a proven track record of working effectively in complex emergencies or protracted crises, demonstrating their ability to navigate challenging environments and engage with diverse stakeholders. Experience in preparing analytical reports and briefs is also highly valued, as it indicates the candidate's capability to communicate effectively and provide insights into donor priorities and strategies.

Languages:
Fluency in English is required for this position, both oral and written. Additionally, a working knowledge of another official UN language (such as Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. The proficiency in required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. This linguistic capability is crucial for effective communication with diverse stakeholders and for understanding donor requirements.

Additional Notes:
The contract type for this position is fixed-term for one year, with the possibility of extension based on performance and funding availability. The role is classified at the P-3 grade level, indicating a professional recruiting type.
