Job Overview: The Project Analyst position is situated within the Southeast Asia Department at the Philippines Country Office of ADB. The role is pivotal in supporting country operations and strategic initiatives, particularly in knowledge management and capacity development. The Project Analyst will engage with various stakeholders, including the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and the Philippines Chairship of the Association of Southeast Nations (ASEAN). The responsibilities include compiling and synthesizing Technical Assistance (TA) information, generating analytical summaries, providing operational support, and coordinating with internal and external partners to enhance project readiness and implementation. The position requires a proactive approach to problem-solving and collaboration, ensuring effective communication and support for ADB's initiatives in the Philippines.
Duties and Responsibilities: The Project Analyst will be responsible for a variety of tasks, including:
Compiling, validating, and synthesizing TA information for monthly portfolio updates and internal reporting.
Generating analytical summaries that identify trends, risks, and constraints in TA implementation, and proposing measures for improvement.
Drafting routine correspondence and facilitating procurement and contracting processes.
Assisting in the preparation and reporting of project performance updates.
Serving as the primary analyst for engagement with BARMM institutions and development partners.
Coordinating internal inputs and managing consultants to ensure accurate responses to stakeholders.
Supporting the planning and delivery of capacity development activities for oversight and executing agencies.
Keeping the Country Management Team and ADB colleagues informed about relevant initiatives.
Providing administrative and logistical support for ADB's activities related to the Philippines Chairship of ASEAN. 1
Carrying out additional tasks as assigned by supervisors that align with operational, analytical, and knowledge management functions.
Required Qualifications: Candidates must possess a Bachelor's degree in a relevant discipline such as Accounting, Engineering, Mathematics, Computer Science, or Data Science. They should have at least 5 years of relevant professional experience, with a preference for experience in international agencies. A strong understanding of operational processes and procedures within a multilateral development bank is essential. Candidates should demonstrate the ability to conduct background research and analysis, organize and analyze data, and prepare comprehensive reports. Skills in identifying causal links and conducting basic analyses to prioritize tasks are also required. Proficiency in commonly used computer applications, particularly advanced skills in Excel, is necessary, along with excellent written and verbal communication skills in English.
Educational Background: The educational requirement for the Project Analyst position is a Bachelor's degree in a relevant field.
