Job Overview: The Senior Finance & Admin Officer plays a crucial role in supporting the Finance & Grants Manager in overseeing and coordinating compliance with statutory financial reporting requirements and financial operations for the EpiC project. This position is integral to ensuring the fiscal health of the project, which is part of a larger global health initiative funded by the U.S. Department of State. The officer will be responsible for financial management, conducting analyses of financial data, and preparing reports for project management and funding donors. The role requires a proactive approach to guiding financial success, implementing project strategies, and fostering strong relationships with both internal and external stakeholders. The officer will report directly to the Finance & Grants Manager and will supervise assigned finance staff, ensuring that all financial activities align with the project's objectives and compliance standards.
Duties and Responsibilities: The Senior Finance & Admin Officer will lead all aspects of financial recording and management for the EpiC project, including the preparation of month-end closing reports and project budgets. They will monitor program expenditures against the budget, prepare and analyze monthly financial reports, and ensure compliance with applicable state and federal statutes. The officer will supervise finance staff, build their capacities, and coordinate with auditors to ensure that findings are addressed. Additionally, they will work closely with country office units to ensure timely capture of project activities and expenditures in financial records. The officer will also support the Program/Technical Lead in conducting pre-award reviews for subawards, review proposed budgets, and provide technical assistance to sub-awardee staff. Other responsibilities include reviewing cash advance requests and conducting scheduled financial review visits, as well as maintaining effective working relationships with various teams within the organization.
Required Qualifications: Candidates must possess relevant software skills, particularly in MS Office, and prior experience working with international NGOs or government organizations is advantageous. Strong analytical, numerical, and problem-solving skills are essential, along with a proactive approach to identifying cost savings and efficiency opportunities. The ability to develop effective work plans and prioritize tasks to meet business objectives is crucial. Familiarity with U.S. Department of State funded projects and grants management policies is also required.
Educational Background: A Bachelor’s or Master’s degree in Accounting or Finance is required for this position. The educational background should reflect a strong foundation in financial principles and practices, equipping the candidate with the necessary knowledge and skills to perform the duties of the role effectively.
Experience: Candidates should have at least 5 years of related experience that demonstrates their knowledge, skills, and abilities in financial management and administration.
