Job Overview: The position of Architect or engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer at IOM involves supporting the technical assessment, renovation, and operationalization of a newly identified building designated for humanitarian purposes. The successful candidate will work under the supervision of the Chief of Mission and the National Project Officer, collaborating closely with IOM, Cypriot authorities, and contractors to ensure compliance with national and EU building and safety regulations, as well as humanitarian and protection standards. The role requires conducting technical studies and needs assessments for the identified building, detailing necessary interventions and equipment for operationalization. The candidate will also draft and review architectural, civil, electro-mechanical, and topographic studies as needed, ensuring that all works promote safety, security" style="border-bottom: 1px dotted #007bff !important;">security, and accessibility for vulnerable groups, including persons with reduced mobility. The renovated facility must provide appropriate spaces for various functions, including sleeping, kitchen, dining, bathrooms, laundry, recreation, counselling, and medical examination, in line with project objectives and requirements. The candidate will prepare progress reports, maintain project documentation, and represent IOM in meetings with stakeholders, ensuring effective communication and coordination throughout the project.
Duties and Responsibilities: The duties and responsibilities of the Architect or Civil Engineer include conducting technical studies and needs assessments for the identified building, drafting and reviewing necessary architectural and engineering studies, coordinating with relevant government departments to secure necessary licenses, overseeing and monitoring contractors' work to ensure quality and compliance with project requirements, supervising various interventions such as preparatory works, connectivity upgrades, refurbishment, construction, fire safety, accessibility, and installation of furniture and equipment. The candidate will ensure that all works promote safety and accessibility for vulnerable groups, prepare progress reports, maintain project documentation, represent IOM in stakeholder meetings, and coordinate handover procedures, including reviewing technical documentation and compliance checks. Additionally, the candidate will perform logistic and administrative tasks as assigned.
Required Qualifications: The position requires a university degree in Architecture or Civil Engineering from an accredited institution, along with a valid professional license to work as an Architect or Civil Engineer in Cyprus. A Master's degree in the relevant field is considered an advantage. Candidates should possess strong interpersonal and communication skills, particularly in a multi-cultural setting, and demonstrate the ability to draft clear and concise formal correspondence and project reports. Strong organizational, facilitation, communication, writing, and presentation skills are essential, as well as a high level of computer literacy. The ability to work well under pressure and meet deadlines is also crucial for this role.
Educational Background: Candidates must hold a university degree in Architecture or Civil Engineering from an accredited institution. A Master's degree in the same field is advantageous. Languages: Fluency in English and Greek, both written and oral, is required for this position. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments. Candidates should be prepared to demonstrate their language skills as part of the recruitment process.
Additional Notes: The position is subject to funding confirmation, and any offer made to the candidate will depend on this. Appointment will also be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the relevant government authorities. IOM provides coverage for occupational accidents and illnesses under the Compensation Plan (CP) at no cost to the consultant for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance for such cases.
