Job Overview:
The Monitoring, Evaluation, and Learning (MEL) Advisor plays a crucial role in the STRengthening Infectious disease DEtection Systems (STRIDES) Activity by providing technical guidance on all MEL aspects. This position involves overseeing the execution of day-to-day MEL activities, developing and implementing policies and processes, and ensuring quality service delivery through the use of project data for evidence-based decision-making. The MEL Advisor is responsible for leading the development, operationalization, implementation, and management of MEL systems, tools, and procedures that facilitate the collection, collation, analysis, interpretation, and utilization of data to demonstrate impact and accountability. The role also includes supervising technical staff and subcontractors to ensure alignment with workplan objectives and compliance with the Activity MEL Plan (AMELP) and USG priorities. The MEL Advisor is expected to contribute to FHI 360’s thought leadership in MEL by documenting best practices and promoting STRIDES as a leader in the field.

Duties and Responsibilities:
The MEL Advisor's duties include supporting the design, development, planning, implementation, and reporting against the STRIDES AMELP. They will develop, operationalize, implement, and manage MEL systems, tools, and procedures to ensure effective data collection and analysis. The advisor will track STRIDES progress against MEL indicators and targets, ensuring systematic reporting and integration of high-quality quantitative and qualitative methods. They will build the MEL capacity of STRIDES staff, manage in-country relationships with government counterparts and multisectoral partners, and lead the development of country-specific MEL plans and budgets. The advisor will also supervise and mentor staff, oversee recruitment processes, and support performance management and professional development. Additional responsibilities include fostering a culture of learning and knowledge sharing, identifying technical support needs, and performing other duties as assigned.

Required Qualifications:
Candidates must possess comprehensive knowledge and experience in national and international MEL practices, as well as familiarity with relevant databases and data information systems in key government sectors in Guatemala. They should have the ability to manage projects effectively, set realistic priorities, and plan for successful implementation. Excellent oral and written communication skills in Spanish and advanced English are required, along with strong organizational and analytical skills. The candidate should demonstrate project and technical leadership, the ability to motivate and influence others, and strong negotiation skills to reach mutual agreements. Building positive working relationships with various stakeholders is essential.

Educational Background:
A Master’s Degree or its international equivalent in Knowledge/Information Services, Communications, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field is required for this position.

Experience:
Typically, candidates should have 12+ years of relevant experience in designing and evaluating applicable programs/services in a managerial position within MEL. They should have demonstrated experience as a lead subject matter expert in MEL, data analysis with key government stakeholders in Guatemala, and managing complex projects across multiple countries. Experience in developing publications, presentations, and reports that clearly articulate technical information to both technical and non-technical audiences is also necessary. Proficiency with statistical analysis and data visualization software is required, along with expertise in project management and staff development.

Languages:
Fluency in Spanish is mandatory, and advanced English proficiency is also required. Additional languages may be beneficial but are not specified as mandatory.

The position may require travel of 10%-25%. The work environment is typical of an office setting, with the ability to spend long hours at a computer and perform repetitive tasks. The role involves direct and indirect supervision of local FHI 360 staff, with performance reviewed based on meeting STRIDES objectives and schedules.
