Job Overview: The Head of Application Engineering & Integration Division will be responsible for leading the application engineering and integration capabilities at the EIB. This role is pivotal in driving the digital transformation of the bank by overseeing a portfolio of bespoke business applications. The successful candidate will ensure that these applications are engineered, maintained, and evolved according to strategic, technical, and business expectations. The position requires a visionary leader who can unite various functions such as integration operations, engineering enablement, innovation, and bespoke development under a cohesive strategy. This role demands regular office presence at the EIB headquarters in Luxembourg and offers relocation support to successful candidates. The position is full-time and offers a permanent contract at grade 7, with initial feedback provided to applicants in February/March 2026, followed by assessment centers and panel interviews in March and April 2026, respectively.
Duties and Responsibilities: The Head of Application Engineering & Integration Division will define and drive the bank's application engineering and integration strategy, ensuring alignment with IT and digital transformation goals. Key responsibilities include governing engineering standards and best practices across all application technologies, leading the development of secure and scalable integration platforms, and building an engineering enablement function that provides frameworks and expert support. The role also involves overseeing bespoke or strategic developments to ensure compliance with engineering standards, managing projects to deliver expected benefits on time and within budget, and proposing an effective structure and performance framework for the division. Additionally, the successful candidate will recruit and develop skilled staff, optimize technology and vendor landscapes, ensure reliable day-to-day services through automation and DevSecOps, represent the division in cross-functional initiatives, and track technology trends to keep the bank aligned with industry best practices.
Required Qualifications: Candidates must possess a university degree (minimum equivalent to a Bachelor) in computer sciences, software engineering, information technology, or a closely related discipline. A minimum of 10 years of progressive professional experience in application engineering, enterprise integration, or software development within large and complex IT environments is required, ideally within regulated or financial institutions. Proven experience in managing and coaching teams in multicultural environments is essential, along with a strong background in defining and rolling out engineering standards and guidelines across multiple application domains. Candidates should demonstrate experience in managing large-scale programs and platforms, as well as extensive knowledge of modern application engineering and integration architectures, including APIs and cloud environments. Strong expertise in software engineering best practices, including DevSecOps and CI/CD pipelines, is highly advantageous.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as computer sciences, software engineering, or information technology. A higher degree or specialized certifications in these areas may be beneficial but are not explicitly required. The emphasis is on practical experience and proven capabilities in application engineering and integration.
Experience: The position requires at least 10 years of progressive professional experience in application engineering, enterprise integration, or software development. Candidates should have a track record of managing large-scale IT projects and teams, particularly in complex and regulated environments.
