Job Overview: The position of National Individual Consultant: Senior Human Rights Expert involves providing expert advice and support on human rights issues within the context of UNDP's operations in Pakistan. The consultant will be responsible for assessing the human rights situation in the country, identifying key challenges, and proposing actionable recommendations to enhance the protection and promotion of human rights. This role requires a deep understanding of international human rights standards and the ability to engage with various stakeholders, including government agencies, civil society organizations, and international bodies. The consultant will work closely with UNDP teams to integrate human rights considerations into development programs and policies, ensuring that human rights are at the forefront of UNDP's initiatives in Pakistan.
Duties and Responsibilities:
Conduct comprehensive assessments of the human rights situation in Pakistan, identifying key issues and challenges.
Provide expert advice on human rights standards and best practices to UNDP staff and partners.
Develop and propose strategies to enhance the integration of human rights into UNDP's programs and policies.
Engage with government officials, civil society organizations, and other stakeholders to promote dialogue and collaboration on human rights issues.
Prepare detailed reports and recommendations based on research and consultations.
Facilitate training and capacity-building workshops for UNDP staff and partners on human rights topics.
Monitor and evaluate the implementation of human rights initiatives within UNDP projects.
Stay updated on national and international human rights developments and trends.
Required Qualifications:
Advanced degree in law, human rights, social sciences, or a related field.
Extensive knowledge of international human rights law and standards.
Proven experience in human rights advocacy, research, or policy development.
Strong analytical and communication skills, with the ability to present complex information clearly.
Experience working with UN agencies or international organizations is an asset.
Ability to work independently and collaboratively in a multicultural environment.
Educational Background: Candidates must possess an advanced degree (Master's or equivalent) in law, human rights, social sciences, or a related field. A PhD in a relevant discipline is preferred but not mandatory. The educational background should demonstrate a strong foundation in human rights principles and practices.
Experience: The position requires a minimum of 5 years of relevant professional experience in human rights, law, or related fields. Candidates should have a proven track record of working on human rights issues, preferably in a consulting or advisory capacity. Experience in conducting assessments, developing policies, and engaging with stakeholders is essential.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Urdu or other local languages is highly desirable and will be considered an asset for effective communication with local stakeholders.
Additional Notes: The contract duration for this position is 135 working days spread over 8 months, commencing from the date of signing the contract. This is a consultancy role, and the consultant will be expected to work flexibly to meet project needs. The position is open to national candidates only, and applicants must submit their proposals directly through the UNDP Supplier Portal by the specified deadline. Compensation will be commensurate with experience and in line with UNDP's policies.
