Job Overview:
The Senior MEL Officer for the EpiC Haiti project will play a crucial role in supporting the implementation and strategic coordination of monitoring, evaluation, and learning (MEL) activities. This position is based in Port-au-Prince and will focus on the West department, working closely with FHI 360 project staff, implementing partners, and health directorates. The officer will be responsible for ensuring that MEL activities align with project standards and effectively monitor the performance of HIV services. The role will involve strengthening partner MEL systems, ensuring data quality, and supporting continuous quality improvement and adaptive program management. The Senior MEL Officer will also document lessons learned and best practices in MEL, contributing to the overall success of the project.

Duties and Responsibilities:
The Senior MEL Officer will have a comprehensive set of responsibilities, including: supporting the design and implementation of M&E systems and tools for the project; synthesizing reports and analyzing data; providing guidance on project M&E activities to regional teams and local stakeholders; conducting routine monitoring visits and data quality assessments; ensuring adherence to EpiC and PEPFAR standards; providing technical assistance and capacity building in M&E components; assisting in the development and maintenance of computerized data capture systems; ensuring data entry on relevant platforms; identifying and documenting technical issues in national digital systems; mentoring partner MEL teams; contributing to donor reporting deliverables; facilitating regional data review meetings; and representing FHI 360 in relevant meetings. The officer will also be responsible for documenting MEL activities and sharing knowledge across partners and regional MEL teams.

Required Qualifications:
Candidates must possess a Master’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, or other relevant disciplines. Additionally, a minimum of 6 years of relevant work experience is required. Candidates should have demonstrated MEL experience, including technical leadership and supervision of MEL teams or partner organizations. Knowledge of health and development programs in Haiti, familiarity with the national health information management system (HMIS), and experience with MER indicators and community HIV service data are essential. Experience in programs serving at-risk populations and people living with HIV (PLHIV) is also necessary, along with technical capacity building experience and previous work with USAID or PEPFAR supported programs.

Educational Background:
The educational background required for this position includes a Master’s degree or its equivalent in relevant fields such as public health, epidemiology, or biostatistics. This advanced education is crucial for understanding the complexities of monitoring and evaluation in health programs, particularly those focused on HIV and maternal and child health.

Experience:
The position requires at least 6 years of relevant work experience, particularly in monitoring, evaluation, and learning within health programs. Candidates should have a proven track record of working with MEL systems, leading teams, and engaging with national stakeholders in the health sector. Experience with data analysis and visualization software, as well as familiarity with national-level M&E system implementation, is highly desirable.

Languages:
Fluency in French and Haitian Creole is required for this position, with advanced proficiency in English preferred. The ability to communicate effectively in these languages is essential for collaborating with local stakeholders and partners in Haiti.

Additional Notes:
This position is based in Port-au-Prince, Haiti, and there is a strong preference for Haitian national candidates currently residing in Haiti. The role may involve travel within Haiti and potentially regionally or internationally as needed.
