Job Overview:
The position of National Expert on Harmonization of EU Legislation (Ambient Air Quality) is crucial for ensuring that Ukraine aligns its national legislation with European Union directives regarding air quality. The expert will provide legal, analytical, and methodological support to facilitate the transposition and implementation of Directive (EU) 2024/2881 into Ukrainian law. This role is essential for enhancing Ukraine's ambient air quality monitoring system and establishing a robust regulatory framework that meets European standards. The expert will work closely with various stakeholders to ensure that the national legislation reflects the evolving requirements of EU directives, particularly those related to air quality monitoring and assessment. The assignment is home-based and is expected to last for a period of six months, during which the expert will engage in extensive research, analysis, and collaboration with local authorities and international partners to achieve the objectives set forth in the assignment.

Duties and Responsibilities:
  • Conduct a comprehensive analysis of the current Ukrainian legislation related to ambient air quality and identify gaps in alignment with EU directives.
  • Provide legal and methodological support for the transposition of Directive (EU) 2024/2881 into Ukrainian law.
  • Develop recommendations for the improvement of the national ambient air quality monitoring system to align with European practices.
  • Collaborate with government agencies, NGOs, and other stakeholders to facilitate the implementation of the new legislation.
  • Prepare detailed reports and documentation outlining the progress of the assignment and the steps taken to achieve compliance with EU standards.
  • Organize workshops and training sessions for relevant stakeholders to enhance their understanding of the new legislation and its implications.
  • Monitor and evaluate the effectiveness of the implemented changes and provide feedback for continuous improvement.
  • Ensure that all activities are conducted in accordance with UNDP policies and procedures, maintaining transparency and accountability throughout the process.

Required Qualifications:
  • Advanced degree in environmental law, public policy, or a related field.
  • Extensive knowledge of EU legislation related to air quality and environmental protection.
  • Proven experience in legal analysis and legislative drafting, particularly in the context of environmental law.
  • Strong analytical skills and the ability to interpret complex legal texts.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
  • Familiarity with the Ukrainian legal system and environmental policies is an advantage.
  • Proficiency in using legal research tools and methodologies.
  • Strong organizational skills and the ability to manage multiple tasks effectively.

Educational Background:
A Master's degree or higher in environmental law, public policy, or a related discipline is required for this position. Candidates with a Ph.D. in a relevant field will be given preference. Additional certifications or training in EU environmental law or policy will be considered an asset.

Experience:
Candidates should have a minimum of 5 years of professional experience in environmental law, policy analysis, or a related field. Experience working with international organizations, particularly in the context of EU legislation, is highly desirable. Previous experience in legislative drafting and implementation of environmental regulations will be an advantage.

Languages:
Fluency in Ukrainian and English is mandatory for this position. Knowledge of additional languages, particularly Russian, will be considered an asset, as it may facilitate communication with various stakeholders in the region.

Additional Notes:
This position is classified as a national duty station, and the assignment is home-based. The duration of the contract is six months, with the possibility of extension based on performance and project needs. The expert will be compensated in accordance with UNDP's payment policies, and all prices must be quoted in USD or UAH.
