Job Posting Organization: The World Health Organization (WHO) is a specialized agency of the United Nations responsible for international public health. Established on April 7, 1948, WHO's mission is to promote health, keep the world safe, and serve vulnerable populations. With over 7,000 employees and operations in more than 150 countries, WHO plays a crucial role in addressing global health challenges, including non-communicable diseases (NCDs) and cancer control, particularly in low-resource settings like Afghanistan.
Job Overview: The consultancy aims to train female doctors and healthcare workers in Afghanistan on non-communicable diseases (NCDs) and the early detection and referral of common cancers, particularly breast and cervical cancers. This initiative is crucial as NCDs are a growing public health concern in Afghanistan, significantly contributing to morbidity and mortality rates. The training will consist of two six-day programs designed to enhance the knowledge and skills of healthcare providers, including Community Health Workers (CHWs), midwives, nurses, and doctors. The consultant will be responsible for designing and delivering the training modules, developing culturally appropriate materials, and conducting assessments to evaluate the effectiveness of the training.
Duties and Responsibilities: The consultant will conduct a rapid assessment of training needs, design a comprehensive training curriculum, develop training materials, and facilitate two six-day in-person training workshops. The training will cover topics such as the burden of NCDs in Afghanistan, risk factors, prevention, management, early detection, and referral pathways for common cancers. The consultant will also conduct pre- and post-training assessments to evaluate knowledge improvement and provide a final report with recommendations for future capacity-building initiatives.
Required Qualifications: Candidates must possess a Master’s degree in public health or medicine. Essential experience includes 5 to 10 years in NCD management, cancer control, or health education, with demonstrated expertise in designing and delivering training programs for healthcare providers, preferably in fragile or low-resource settings. International experience is required for this consultancy, and knowledge of the Afghan health system and cultural context is considered an asset.
Educational Background: A Master’s degree in public health or medicine is required for this position. Candidates should have a strong academic background that supports their expertise in public health issues, particularly in the context of non-communicable diseases and cancer control.
Experience: The position requires 5 to 10 years of relevant experience in managing non-communicable diseases, cancer control, and health education. Candidates should have a proven track record of designing and delivering training programs for healthcare providers, especially in challenging environments like Afghanistan. International experience is a prerequisite for this consultancy role.
Languages: Fluency in English is mandatory, and knowledge of local languages spoken in Afghanistan would be advantageous. Proficiency in additional languages may enhance the candidate's ability to communicate effectively with diverse healthcare providers and stakeholders.
Additional Notes: The consultancy is part-time and spans 8 months, with the possibility of extension based on performance and evolving needs. The consultant will work in a hybrid manner, primarily remotely, with two required visits to Kabul for in-person training sessions. The total workload is estimated at 240 hours over 30 days, with specific timelines for training delivery and reporting. The consultant must provide a medical certificate of fitness for work and is responsible for fulfilling visa requirements for travel to Afghanistan. WHO will cover travel arrangements and provide a subsistence allowance during missions.
