Job Overview: The consultant will play a pivotal role in supporting the integration of HIV, STI, BBV, and TB services into Fiji's primary health care (PHC) system. This integration is a core national strategy aimed at expanding access to health services, reducing stigma, and ensuring continuity of care for patients. The consultant will provide technical leadership and guidance, working closely with the Sexual and Reproductive Health (SRH) and HIV Unit, as well as the National HIV Outbreak and Cluster Response Taskforce (N-HOCRT). The role involves capacity building for PHC facilities to ensure they can deliver comprehensive services, including screening, diagnosis, treatment, and long-term care for HIV and related conditions. The consultant will also be responsible for developing frameworks and tools to facilitate this integration, ensuring that services are accessible and non-stigmatizing for vulnerable populations.
Duties and Responsibilities: The consultant will be responsible for several key deliverables, including:
Assessing the readiness of primary health care facilities for integrated services, which involves developing assessment methodologies and conducting field assessments.
Creating a national framework for integrated service delivery that defines service packages and minimum standards.
Strengthening the capacity of PHC providers through training modules and training-of-trainers sessions.
Developing standardized clinical and operational tools for integration, including clinical algorithms and patient registers.
Enhancing surveillance and data integration to improve service delivery and decision-making.
Designing a community outreach model to link PHC services with community organizations and health workers.
Developing a sustainability plan to ensure the long-term viability of integrated services beyond the consultancy period.
Required Qualifications: The position requires a bachelor's degree in public health, nursing, medicine, or a related field. A postgraduate qualification in one of these areas is desirable. The consultant should possess strong experience in designing service delivery models and optimizing workflows in complex systems. Skills in training and mentoring frontline staff are essential, along with competence in data systems and improving data quality. Excellent communication and stakeholder engagement skills are also required, as well as knowledge of HIV, STI, BBV, and TB service delivery principles.
Educational Background: Candidates must have at least a bachelor's degree in a relevant field such as public health, nursing, or medicine. A postgraduate qualification is preferred but not mandatory. The educational background should provide a solid foundation in health systems and public health principles, particularly in relation to communicable diseases and primary health care.
Experience: Candidates should have a minimum of five years of experience in primary health care program implementation. Experience working with the UN system and in the Western Pacific Region is considered an advantage. The consultant should have a proven track record in health program management and service delivery, particularly in the context of HIV and related health issues.
Languages: Fluency in English is essential for this position. Knowledge of the iTaukei language is desirable but not mandatory. The ability to communicate effectively in both languages will enhance engagement with local communities and stakeholders.
