The consultant will work closely with UNDP and other stakeholders to ensure that the evaluation is thorough and meets the required standards. The assignment is expected to last for 20 working days, during which the consultant will gather data, conduct interviews, and compile a final report detailing the findings of the evaluation.
Duties and Responsibilities: The duties and responsibilities of the International Consultant include:
Developing an evaluation framework and methodology that aligns with UNDP standards.
Conducting a desk review of project documents, reports, and relevant literature.
Engaging with stakeholders through interviews, surveys, and focus group discussions to gather qualitative and quantitative data.
Analyzing data to assess the project's outcomes and impacts on the target population.
Preparing a comprehensive evaluation report that includes findings, conclusions, and actionable recommendations.
Presenting the evaluation results to UNDP and other stakeholders in a clear and concise manner.
Ensuring that the evaluation process is transparent and participatory, involving relevant stakeholders throughout.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
Advanced degree in social sciences, development studies, or a related field.
Proven experience in conducting evaluations of development projects, preferably in the context of peacebuilding and governance.
Strong analytical skills and the ability to synthesize complex information into clear findings.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with UNDP policies and procedures related to project evaluation is an advantage.
Proficiency in using evaluation tools and methodologies, including both qualitative and quantitative approaches.
Educational Background: Candidates must have an advanced degree (Master's or equivalent) in social sciences, development studies, or a related field. A Ph.D. in a relevant discipline would be considered an asset. The educational background should provide a solid foundation in research methodologies and evaluation techniques, which are critical for the successful execution of the evaluation assignment.
Experience: The position requires a minimum of 5 years of relevant professional experience in project evaluation, particularly in the areas of governance, peacebuilding, and sustainable development. Experience working with international organizations, especially UN agencies, is highly desirable. The consultant should have a proven track record of delivering high-quality evaluation reports and recommendations that have influenced project design and implementation.
Languages: Fluency in English is mandatory, as all evaluation reports and communications will be conducted in English. Knowledge of Portuguese or other local languages spoken in Guinea-Bissau would be considered an asset, as it may facilitate communication with local stakeholders and enhance the evaluation process.
Additional Notes: This position is offered as an individual contractor role, and the contract duration is for 20 working days. The consultant is expected to work remotely but may need to travel to Guinea-Bissau if required for stakeholder interviews or data collection. The position is part-time, and the consultant will be compensated based on the agreed contract terms.
