Job Overview:
The Project Manager (Community Resilience) will be responsible for managing the IOM component of the Regional Climate Resilience Program (RCRP) project in South Sudan, which aims to prevent the impacts of flooding in targeted areas. This role involves direct supervision by the Senior Programme Coordinator (Community Resilience and Disaster Risk Management) and requires collaboration with relevant units. The Project Manager will develop and implement resilience and livelihood program activities aimed at improving economic opportunities and strengthening resilience for vulnerable populations, including returnees, migrants, youth, and communities in border areas. The position also entails identifying opportunities for enhancing community resilience, promoting initiatives that contribute to community development, and ensuring that program activities are delivered on time and within budget. The Project Manager will coordinate with local and national stakeholders to integrate migration into national development plans, establish relationships with key stakeholders, and ensure that program activities align with IOM’s policies and standards.

Duties and Responsibilities:
  • Develop and ensure the implementation and monitoring of resilience and livelihood program activities, focusing on improving economic opportunities and strengthening resilience for vulnerable populations, including returnees, migrants, youth, and communities living in border areas.
  • Identify opportunities for improving the resilience of communities affected by migration, economic shocks, or displacement, particularly in border populations and areas of high vulnerability.
  • Promote initiatives that contribute to building community resilience through education, job creation, and access to essential services such as health care and social protection in border regions.
  • Ensure timely delivery of program activities within budget and according to agreed-upon objectives. Conduct field visits to border regions to ensure program outputs meet quality standards and align with expected results.
  • Coordinate with local and national stakeholders to promote the integration of migration into national development plans, focusing on youth employment, livelihoods, and border communities.
  • Establish and maintain strong relationships with key government stakeholders, local authorities, international partners, and the private sector to foster collaboration and program alignment with national priorities.
  • Collaborate with relevant national institutions to enhance capacity for designing and implementing migration-sensitive policies and programs, especially in areas near national borders.
  • Ensure program activities comply with IOM’s policies, standards, and operational procedures, and are responsive to the needs of affected populations, particularly those in border areas.
  • Design and implement Monitoring and Evaluation (M&E) frameworks for resilience and livelihood programs, ensuring regular assessment of program outcomes and impact. 1
  • Adjust programs as necessary based on monitoring data and feedback from beneficiaries, particularly from border communities. 1
  • Provide technical assistance and capacity building to government authorities, partners, and local stakeholders involved in implementing livelihood and migration programs. 1
  • Conduct trainings and workshops to enhance staff capacity in areas such as livelihoods, resilience-building, migration integration, and youth employment, focusing on border areas. 1
  • Promote the development of sustainable local economies through skills development, income-generating activities, and economic diversification for youth, especially in border regions. 1
  • Prepare regular program reports, including success stories, case studies, and quantitative data for donors, partners, and IOM management. 1
  • Work with the IOM Communications team to produce materials that highlight program achievements and lessons learned, particularly in border areas. 1
  • Facilitate knowledge-sharing and ensure best practices are integrated into program design and implementation. 1
  • Integrate IOM’s cross-cutting priorities, such as integrity, transparency, accountability, equality, diversity, inclusion, conflict sensitivity, protection-centered approaches, and environmental sustainability. 1
  • Perform other duties as assigned by the Chief of Mission or Head of Programmes, ensuring alignment with organizational goals and program objectives.

Required Qualifications:
Candidates must possess a Master’s degree in Political or Social Sciences, Law, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or a University degree in the above fields with seven years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates should have proven experience in managing resilience-building programs, particularly in migration and economic recovery, as well as project management experience, including oversight of budgets, human resources, and program design. Experience working with national governments, local authorities, and international partners on migration and livelihood-related interventions is essential, along with previous experience working with World Bank-financed projects or other Multilateral Development Bank-financed projects.

Educational Background:
The educational background required for this position includes a Master’s degree in Political or Social Sciences, Law, International Relations, or a related field from an accredited academic institution. Alternatively, candidates with a University degree in the aforementioned fields must have seven years of relevant professional experience. It is important that the educational qualifications are from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of five years of relevant professional experience for candidates holding a Master’s degree, or at least seven years for those with a University degree. Candidates should have proven experience in managing resilience-building programs, particularly in the context of migration and economic recovery. Additionally, experience in project management, including budget oversight, human resources management, and program design, is necessary. Candidates should also have experience working with national governments, local authorities, and international partners on migration and livelihood-related interventions, as well as previous experience with World Bank-financed projects or other Multilateral Development Bank-financed projects.

Languages:
Fluency in English is required for this position, both oral and written. IOM’s official languages are English, French, and Spanish, and all staff members must be fluent in one of these languages. A working knowledge of Arabic is considered an advantage. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This vacancy is only open to current and former IOM staff members who were separated in the last 12 months due to the structural adjustment process. The contract type is Special Short Term Graded, with an initial duration of up to 9 months. Internationally recruited professional staff are required to be mobile.
