Job Overview:
The National SRH and HIV Prevention Program Officer will play a crucial role in supporting the development and implementation of national prevention operational workplans. This position requires close collaboration with the Prevention Lead of the Sexual and Reproductive Health (SRH) and HIV Unit, as well as co-supervision by the Public Health Specialist in the WHO Division of Pacific Support. The officer will be responsible for reviewing existing workplans, identifying gaps related to equity and access, and ensuring that prevention activities integrate principles of gender equality and human rights. The role also involves coordinating with government programs, civil society organizations, and development partners to validate workplans and align them with national priorities and global guidance. The officer will work independently but will have the support of supervisors for complex issues, ensuring a collaborative approach to public health challenges.

Duties and Responsibilities:
The duties and responsibilities of the National SRH and HIV Prevention Program Officer include:
  • Supporting the development and implementation of national prevention operational workplans, ensuring they align with national outbreak response priorities.
  • Reviewing existing national, divisional, and partner workplans to identify gaps in equity, inclusion, and access.
  • Coordinating with relevant stakeholders to validate workplans and ensure they incorporate rights-based and inclusion principles.
  • Drafting, revising, and harmonizing prevention-related guidance documents and standard operating procedures (SOPs) to address stigma and discrimination.
  • Providing technical and coordination support to strengthen integration between prevention, diagnostics, treatment, and care workstreams.
  • Generating and synthesizing evidence to inform prevention programming and decision-making, including conducting desk reviews and field consultations.
  • Supporting routine monitoring and reporting of prevention activities, analyzing program data, and preparing reports to inform decision-making.
  • Documenting best practices, implementation challenges, and lessons learned from prevention activities to improve future programming.

Required Qualifications:
The required qualifications for the National SRH and HIV Prevention Program Officer include:
  • A Bachelor's degree or its equivalent in nursing, medicine, public health, science, or a related field.
  • Postgraduate qualifications in any of the above disciplines are desirable.
  • At least 5 years of experience in sexual health or HIV program management, with knowledge of human rights-based approaches and community engagement.
  • Proven skills in planning, monitoring, and coordination, with established relationships and networks with people living with HIV (PLHIV) and communities.
  • Competencies in fostering integration and teamwork, producing results, managing oneself, and effective communication.

Educational Background:
The educational background required for this position includes a Bachelor's degree or its equivalent in relevant fields such as nursing, medicine, public health, or science. A postgraduate qualification in any of these disciplines is considered an advantage, enhancing the candidate's expertise and understanding of complex health issues.

Experience:
Candidates must have at least 5 years of experience in sexual health or HIV program management. This experience should include knowledge of human rights-based approaches, gender equality, and community engagement. Desirable experience includes familiarity with national health systems, which can provide valuable insights into the operational context of health programs.

Languages:
Fluency in the English language is essential for this position, as it is the primary language of communication within the organization. Additionally, fluency in the iTaukei language is considered an asset, as it can facilitate better engagement with local communities and stakeholders.

Additional Notes:
The salary for this role will range from FJD 33,557.21 to FJD 62,958.41, depending on the candidate's qualifications and experience. The initial duration of the contract is 12 months, with the possibility of extension based on performance and organizational needs. This position is subject to local recruitment and is intended for Fiji nationals residing in the local commuting area of the duty station.
