Job Overview: The position involves conducting an independent evaluation of the National Family Planning Strategy (NFPS) 2017-2021 in Angola, which aims to assess the implementation of the strategy and provide insights for the development of a new strategy for 2026-203
The consultant will work under the guidance of UNFPA and in close coordination with the Ministry of Health. The evaluation will focus on key criteria such as effectiveness, efficiency, relevance, sustainability, and impact, and will require the consultant to engage with various stakeholders, including government officials, civil society, and beneficiaries. The overarching goal is to provide a comprehensive analysis that will inform the future direction of family planning initiatives in Angola.
Duties and Responsibilities: The consultant will be responsible for evaluating the implementation of the NFPS 2017-2021, which includes assessing the level of implementation of activities, identifying results achieved, good practices, challenges faced, and lessons learned. The consultant will evaluate the relevance of the strategy in terms of government commitments to family planning indicators, assess the effectiveness of strategies in achieving desired impacts, and evaluate the cost-effectiveness of the strategy. Additionally, the consultant will formulate strategic recommendations for the upcoming 2025-2030 Plan. Methodologies will include qualitative data gathering through interviews and focus group discussions, data collection from beneficiaries, and a desk review of existing quantitative data.
Required Qualifications: Candidates must possess a higher education degree in Public Health, Demography, Statistics, Social Sciences, or related fields, with a Master's degree or higher preferred. A minimum of 7 years of experience in evaluating public policies or sexual and reproductive health programs is required, with a strong emphasis on monitoring and evaluation of public health programs, particularly in family planning. Familiarity with national health policies and strategies, strong analytical skills in both quantitative and qualitative data, and proven ability to conduct interviews and focus group discussions are essential. Candidates should also have strong analytical writing skills in Portuguese, with proficiency in English considered an advantage.
Educational Background: The position requires a higher education degree in relevant fields such as Public Health, Demography, Statistics, or Social Sciences. A Master's degree or higher is preferred, indicating a strong academic foundation in the principles and practices related to public health and evaluation methodologies.

Languages: Proficiency in Portuguese is mandatory, both written and spoken. Knowledge of English is considered an advantage, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with diverse audiences.
Additional Notes: The consultancy is expected to deliver several key outputs, including an inception report, reports from interviews and focus group discussions, a draft evaluation report, and a final validated evaluation report. The timeline for deliverables is structured, with specific deadlines for each phase of the evaluation process.
