Job Overview:
The National Evaluation Consultants will play a crucial role in supporting the evaluation team leader in conducting a comprehensive Country Portfolio Evaluation for UN Women in Myanmar. This position requires the consultants to engage in both in-person and remote work, connecting with the evaluation team during Asia and the Pacific working hours. The consultants will be involved in various phases of the evaluation process, including planning, data collection, and reporting. They will review relevant documents, support stakeholder analysis, contribute to the development of evaluation methodologies, and assist in data collection through interviews and focus group discussions. The consultants are expected to provide high-quality deliverables that adhere to UN Women’s standards and guidelines, ensuring that all evaluations are conducted ethically and impartially.

Duties and Responsibilities:
The consultants will be integral members of the evaluation team, responsible for various tasks throughout the evaluation process. Their duties will include reviewing strategic notes and project documents, providing support for portfolio analysis, and assisting in the development of inclusive evaluation methodologies. During the data collection phase, they will take detailed notes during interviews and focus groups, ensuring adherence to ethical guidelines. They will also contribute to the evaluation analysis by capturing results and challenges relevant to the evaluation topic. In the reporting phase, the consultants will provide substantive inputs to the final synthesis report and may support case studies. Additional tasks may be assigned by the supervisor as needed.

Required Qualifications:
Candidates must possess an advanced degree in relevant disciplines such as gender studies, development studies, sociology, or political science. They should have at least 5 years of experience in evaluation, review, and assessment assignments with multilateral and bilateral organizations. Proven experience in conducting complex reviews in the development field, particularly in gender equality and women's empowerment, is essential. Familiarity with development strategies, policies, and law" style="border-bottom: 1px dotted #007bff !important;">international law is required, along with the ability to ensure ethics and integrity throughout the evaluation process. Knowledge of Myanmar and its context is crucial, and candidates should have the ability to communicate in local languages and fluency in English.

Educational Background:
An advanced degree in relevant fields such as gender studies, development studies, sociology, political science, or related disciplines is required for this position. This educational background is essential to ensure that the consultants have the necessary theoretical and practical knowledge to effectively contribute to the evaluation process.

Experience:
Candidates should have a minimum of 5 years of relevant experience in evaluation, review, and assessment assignments, particularly with multilateral and bilateral organizations. Experience as a team member conducting complex reviews in the development field is essential, with at least 5 completed reviews. Familiarity with UN Women or other United Nations organizations’ mandates and activities will be considered an advantage, as will experience working in Myanmar and with the UN system.

Languages:
Fluency in written and spoken English is mandatory for this position. Additionally, the ability to communicate in local languages is highly desirable, as it will facilitate engagement with stakeholders during the evaluation process.

Additional Notes:
The consultants will be supervised by the Regional Evaluation Specialist for Asia and the Pacific, who is based in Bangkok, Thailand. Potential travel will be compensated separately, and payment will be made upon submission and approval of deliverables. All deliverables must adhere to the UN Women Editorial Style Guide and be submitted in English. The evaluation process will prioritize ethical considerations, ensuring confidentiality and adherence to UN Women’s policies on data management and security. The consultants will be required to sign a UN Women Evaluation Consultant Agreement Form as part of the contracting process.
