Job Overview: The Consultant for Development and Humanitarian Data Analysis will be based in the UN Resident Coordinator’s Office in South Sudan. The role involves updating the UNCT-HCT Collective Outcome and developing an integrated humanitarian-development dashboard/database to enhance monitoring systems. The Consultant will also support flagship joint programming initiatives and governance structures within the UN framework, ensuring that all outputs meet established quality standards and deadlines.
Duties and Responsibilities: The Consultant will have a range of responsibilities, including:
Establishing and applying clear evidence and quality standards for UNCT reporting and planning outputs.
Providing technical guidance, tools, templates, and structured inputs to Results Groups and agencies.
Consolidating agency and Results Group inputs into final corporate products and preparing them for endorsement.
Supporting the updating and endorsement of the UNCT-HCT Collective Outcome framework for 202
Providing coordination support to advance two flagship joint programme concepts to an investment-ready stage.
Supporting and strengthening UNSDCF governance structures, including PMT/RG/MEL.
Facilitating structured review processes through PMT/ICCG/UNCT and ensuring endorsement-ready documentation.
Tracking inputs, deadlines, actions, and decision points, and preparing briefings and presentation materials for senior-level review.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in international development, public policy, economics, social sciences, statistics, programme management, monitoring and evaluation, or a related field. Alternatively, a first-level university degree combined with an additional 17 years of qualifying experience may be accepted in lieu of the advanced degree. Furthermore, a minimum of 15 years of progressively responsible experience in results-based management, strategic planning, programme cycle management, monitoring and evaluation, or related areas is required. Candidates should also demonstrate experience in supporting UNCT-level reporting and planning processes, particularly in the context of UNSDCF, JWP, and annual reporting.
Educational Background: The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant fields such as international development, public policy, economics, social sciences, statistics, programme management, or monitoring and evaluation. A first-level university degree may be accepted if accompanied by extensive relevant experience.
Experience: The position requires a minimum of 15 years of progressively responsible experience in areas such as results-based management, strategic planning, programme cycle management, and monitoring and evaluation. Candidates should have demonstrated experience in supporting UNCT-level reporting and planning processes, particularly in fragile or conflict-affected contexts. Experience in humanitarian-development-peace nexus coordination is desirable, as is familiarity with UNINFO and corporate reporting/planning processes.
Languages: Fluency in written and oral English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
