Job Overview:
The Project Officer (Social Sector) position is situated within the Human and Social Development Sector Office (SD3-HSD) of the Asian Development Bank. This role is crucial for advancing ADB's strategic agenda in human and social development, finance, and public sector management in Tajikistan and neighboring countries. The officer will be responsible for leading or contributing to the processing and administration of loans, grants, and technical assistance (TA) operations in the social sector. This includes engaging with government agencies, development partners, and stakeholders to resolve project-related issues and ensure effective implementation. The role requires a proactive approach to project administration, capacity building, and knowledge work, with a focus on delivering impactful sector initiatives that align with ADB's mission.

Duties and Responsibilities:
The Project Officer will undertake a variety of responsibilities, including administering loans and grants, implementing technical assistance in the social sector, and engaging with various stakeholders to facilitate project success. Key duties include processing new loans and grants, conducting project planning and reviews, monitoring project progress, preparing forecasts of contract awards and disbursements, and addressing issues through collaboration with executing and implementing agencies. The officer will also provide advice on ADB guidelines, prepare completion reports, support project reviews, and maintain an up-to-date knowledge base of government investment plans and development strategies. Additionally, the officer will assist in formulating and implementing the Country Partnership Strategy and lead policy dialogues with government entities.

Required Qualifications:
Candidates must possess a Bachelor's degree in social sciences, economics, or related fields, with advanced training preferred. A minimum of 8 years of work experience in project management and administration within the social sector is required, including at least two years of relevant experience outside ADB within the past five years. Familiarity with various stages of the project cycle, government policies, and best practices in procurement and disbursement processes is essential. Strong communication skills and the ability to work collaboratively in a team-oriented environment are also necessary.

Educational Background:
The educational requirement for this position includes a Bachelor's degree in social sciences, economics, or a related field. Advanced training in these areas is preferred, indicating a higher level of expertise and understanding of the complexities involved in social sector projects.

Experience:
The position requires at least 8 years of relevant work experience in project management and administration, specifically within the social sector. Candidates should have a proven track record of managing projects through various stages of the project cycle, demonstrating their ability to navigate the complexities of project planning, implementation, and evaluation. Additionally, two years of experience outside ADB within the last five years is mandatory, ensuring that candidates bring a diverse perspective and understanding of the sector.

Languages:
Proficiency in English is mandatory, with excellent oral and written communication skills required for effective interaction with government agencies, development partners, and stakeholders. Knowledge of additional languages relevant to the region may be considered an asset, enhancing the officer's ability to engage with a broader range of partners and communities.

This position is classified as a local staff role, open only to nationals and permanent residents of Tajikistan.
