Job Posting Organization:
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that has been operational for over 40 years. The organization is dedicated to providing assistance to populations affected by armed conflicts and natural disasters, focusing on meeting their basic needs for food, water, and shelter. SI is particularly committed to combating diseases linked to unsafe water, which is a leading cause of death globally. The organization operates in approximately twenty countries and employs around 2,500 individuals, including expatriates, national staff, permanent staff at headquarters, and a few volunteers. SI's interventions are characterized by professionalism and a commitment to respecting cultural norms.

Job Overview:
The position oversees the CDCS/AFD funded project, ensuring global coordination between Solidarités International, associated partners, and key stakeholders. The role requires the development of a vision and implementation strategy for the project, ensuring that it is delivered on time, within budget, and meets quality standards. Compliance with donor rules and regulations is essential, as is external representation. The position also involves ensuring coherence across project components to maximize relevance and impact, as well as internal coordination among multi-base projects and teams working with an emergency lens alongside headquarters. In the first 2-3 months, priorities include monitoring preliminary studies prior to construction, launching complementary activities based on results and activity schedules, and facilitating information flow between all stakeholders.

Duties and Responsibilities:
  • Oversee the implementation of the CDCS/AFD funded project, ensuring alignment with strategic objectives.
  • Coordinate with SI, associated partners, and key stakeholders to ensure effective project delivery.
  • Develop and implement a comprehensive project strategy that meets donor requirements.
  • Monitor project progress, ensuring adherence to timelines, budgets, and quality standards.
  • Ensure compliance with donor regulations and reporting requirements.
  • Represent the project externally, engaging with stakeholders and partners.
  • Facilitate communication and coordination among multi-base project teams.
  • Conduct preliminary studies and assessments prior to construction activities.
  • Launch and manage complementary activities based on project results and schedules. 1
  • Ensure the integration of emergency response and recovery-oriented approaches in project implementation.

Required Qualifications:
Candidates must possess a Bachelor’s or Master’s degree in Project Management or a related field. Experience in working with local actors and development project management is essential. Strong coordination and external representation skills are required, along with excellent writing and reporting abilities. While Wash technical skills are not mandatory, they are considered a strong asset. Familiarity with AFD procedures and requirements is also beneficial.

Educational Background:
A Bachelor’s or Master’s degree in Project Management or a related field is required for this position. Candidates should have a solid understanding of project management cycles and methodologies, as well as experience in development project management.

Experience:
Candidates should have relevant experience in project management, particularly in humanitarian or development contexts. Experience working with local actors and in coordination roles is essential. Familiarity with Wash technical aspects is preferred, although not mandatory. A background in hydraulic engineering may be advantageous due to the technical documentation requirements of the AFD.

Languages:
Fluency in English is mandatory, with French being a strong asset due to communication with French donors. Proficiency in Ukrainian or Russian is also considered an asset, enhancing communication with local stakeholders and communities.

Additional Notes:
This position is offered as a temporary expatriate contract. The salary is calculated based on the expatriate salary scale, starting at €2,860 per month. Per diem and accommodation are covered during deployments, and employees receive one day off for each weekend spent in the field, along with 25 days of paid vacation. There is no reduced working time (RTT) policy. Health and life insurance, as well as repatriation coverage, are provided at 100%. Employees have the flexibility to choose their location (France or abroad) outside of deployment periods.
