Job Overview: The Programme Analyst for Women’s Economic Empowerment (WEE) is a pivotal role within UN Women, specifically tasked with contributing to the WEE portfolio in Armenia. This position focuses on implementing the project "Women’s Economic Empowerment in South Caucasus – Phase III," which aims to economically empower women, particularly those who are poor and socially excluded in Armenia, Azerbaijan, and Georgia. The overarching goal of the project is to ensure that these women can participate in relevant decision-making processes and access economic opportunities. The Programme Analyst will report to the WEE Programme Specialist based in Tbilisi, Georgia, and will play a crucial role in the effective management of UN Women programmes in Armenia. This includes providing substantive inputs to programme design, implementation, and evaluation, as well as monitoring results achieved during implementation. The Programme Analyst will work closely with various stakeholders, including government officials, private sector representatives, civil society, and donors, to ensure successful programme implementation under the WEE portfolio.
Duties and Responsibilities:
Contribute technically to the development of programme strategies in the area of Women’s Economic Empowerment by providing substantive inputs to the design and formulation of programme/project proposals and initiatives, and identifying areas for support and intervention related to the programme.
Provide substantive support to the WEE Programme Specialist to ensure timely, effective, and results-oriented implementation of the WEESC Phase III project in Armenia, leading and coordinating day-to-day implementation of activities, monitoring financial and programmatic progress, and maintaining strong partnerships with national stakeholders.
Monitor progress of implementation of activities and finances using results-based management tools, drafting reports on monitoring missions, programme results, outputs, and outcomes.
Provide substantive inputs to building partnerships and resource mobilization strategies, preparing relevant documentation, and participating in donor meetings and public information events.
Provide technical support to inter-agency coordination on Women’s Economic Empowerment to achieve coherence and alignment of UN Women programmes with other partners in the country.
Develop background documents, briefs, and presentations related to Women’s Economic Empowerment, coordinating advocacy campaigns, events, trainings, workshops, and knowledge products.
Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Required Qualifications: The position requires a Master’s degree or equivalent in economics, social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage. Candidates should possess good programme formulation, implementation, monitoring, and evaluation skills, as well as a good knowledge of Results Based Management. They should also have the ability to gather and interpret data, reach logical conclusions, and present findings and recommendations effectively.
Educational Background: Candidates must hold a Master’s degree or equivalent in a relevant field such as economics, social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage.
Experience: At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. If the candidate holds a Bachelor’s degree, then 4 years of experience is necessary. Experience in Women’s Economic Empowerment is desirable, as is experience coordinating and liaising with government agencies and/or donors. Proficiency in using computers and office software packages (MS Word, Excel, etc.) is required, along with experience in handling web-based management systems. Familiarity with a modern web-based ERP System, preferably Oracle Cloud, is also desirable.
Languages: Fluency in English and Armenian is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable.
