Job Overview: The Supply and Logistics Specialist will work under the direct supervision of the Regional Chief of Supply, managing collaboration with country-level programs and Centers of Excellence to define supply interventions that meet programmatic needs, particularly in emergency response. The role involves providing technical and advisory support to MENA country offices, governments, national systems, and partners on all aspects of supply chain management. The specialist will contribute to the annual work plan for the MENARO Supply team, ensuring operational capacity to handle supply chains and contracting of third-party services. The position requires advising on supply requirements for country office plans, supporting effective procurement, ensuring timely customs clearance, and establishing strong working relations with various stakeholders. Additionally, the specialist will manage procurement for construction and infrastructure projects, develop partnerships with implementing partners, and promote supply chain strengthening initiatives.
Duties and Responsibilities:
Management of the Supply Work Plan: Contribute to the annual work plan for the MENARO Supply team, determining priorities and performance measurements, and monitoring work progress related to emergency preparedness and response.
Supply chain service delivery and emergency response: Advise on supply requirements, support procurement of goods and services, and ensure timely customs clearance.
Service contracting for construction, rehabilitation, and infrastructure projects: Manage procurement of services, analyze procurement requests, and support contracts management.
Collaboration with program and implementing partners: Develop collaboration with SD on emergency preparedness, assess and collaborate with implementing partners, and monitor supply components.
Technical and advisory support: Promote supply chain strengthening initiatives, provide input to capacity development, and support health systems strengthening.
Innovation, products, and markets: Contribute to pilots for new products and services, promote innovative approaches, and analyze supply spend for local market development.
Required Qualifications: An advanced university degree in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health, or a related field is required. Alternatively, a first-level university degree with a valid professional certification may be accepted in conjunction with relevant experience. Candidates must demonstrate a strong understanding of supply chain management and procurement processes, as well as ethical standards and accountability in service delivery.
Educational Background: Candidates must possess an advanced university degree in relevant fields such as Business Administration, Management, Economics, Supply Chain Management, Logistics, or related social sciences. A first-level university degree may be accepted with sufficient relevant work experience, particularly for internal UNICEF staff.
Experience: A minimum of five years of relevant experience at national and international levels in supply, logistics, procurement, contracting, and administration is required. Experience in service contracting for construction and infrastructure projects is essential, along with an understanding of development and humanitarian work. Emergency experience and health supply chain management experience are considered advantageous.
Languages: Fluency in English is mandatory, while proficiency in Arabic is a strong advantage. Candidates should demonstrate effective communication skills in both languages to facilitate collaboration and support across diverse teams and stakeholders.
