Job Overview:
The position of Responsable financier(e) is crucial for the financial management and internal control of the Association Nationale Luxembourg (ANL). The successful candidate will be integrated into the financial management team of the HI federal network and will primarily focus on financial management, budgetary oversight, and compliance with Luxembourg standards and HI's financial framework. This role is essential for ensuring that the ANL operates efficiently and effectively, meeting its financial obligations while supporting the broader mission of HI. The candidate will also engage in transversal missions that may vary based on the needs of the organization and the profiles of recruited staff, ensuring a dynamic and responsive financial management approach.

Duties and Responsibilities:
The main duties and responsibilities of the Responsable financier(e) include:
  • Accounting and Treasury Management: - Contributing to monthly and annual accounting closures in collaboration with HI's shared services. - Monitoring cash flow and anticipating financing needs. - Coordinating statutory audits and maintaining relationships with auditors.
  • Compliance and Internal Control: - Ensuring compliance with legal, fiscal, and regulatory obligations (annual accounts, VAT) of the ANL. - Contributing to the continuous improvement of internal controls and risk management.
  • Budgetary Oversight and Management Control: - Developing, monitoring, and revising the ANL budget. - Establishing and analyzing financial indicators (KPIs), monitoring variances, and identifying risks. - Preparing operating accounts, financial reporting, and elements for the General Assembly. - Supporting and guiding budget managers.
  • Institutional Financing: - Assisting in the financial management of institutional contracts (MAE, MECB, etc.): budgets, amendments, reports, cash flow monitoring, and audits. - Acting as an interface with Program teams, ECM, IPOs, and the HI Federation.
  • Transversal Missions within the HI Network: - Ensuring financial oversight of other entities within the HI network or shared services as needed. - Conducting cross-financial analyses, ad-hoc studies, or structural projects (process improvements, deployment of tools within national associations, the federation, or programs).
  • Other Missions: - Supporting the supervision of general services, as defined by the Director of the ANL.

Required Qualifications:
The required qualifications for the Responsable financier(e) position include: - Mastery of financial and accounting management and management control. - Excellent proficiency in Excel and Windows tools. - Familiarity with HI's internal business software (Navision, funding contract module). - Strong analytical skills, solution-oriented mindset, and ability to work autonomously and rigorously. - Excellent interpersonal skills and capacity to work in a multicultural environment. - Commitment to and embodiment of HI's values: humanity, inclusion, engagement, integrity, respect, kindness, and solidarity.

Educational Background:
Candidates should possess a relevant educational background in finance, accounting, or a related field, ideally holding a degree at the master's level or equivalent professional experience that demonstrates a strong understanding of financial management principles and practices.

Experience:
The position requires a significant level of experience in financial management, ideally with at least 5 years in a similar role within a non-profit or international organization. Experience in managing budgets, financial reporting, and compliance with legal and regulatory standards is essential. Familiarity with the specific challenges faced by organizations operating in humanitarian or development contexts will be an advantage.

Languages:
Fluency in French is mandatory, as it is the primary language of communication within the organization and with stakeholders in Luxembourg. Proficiency in English is also highly desirable, as it is commonly used in international contexts. Knowledge of additional languages, particularly those relevant to the regions where HI operates, would be considered a plus.
