Job Overview:
The position of Local Consultant for Electoral Training and Capacity Development is part of the ARTEMIS project, which stands for Advancing Reforms for Transparent and Inclusive Management of Electoral Systems in Armenia. The consultant will be responsible for providing expertise and support in the area of electoral training and capacity development. This role is crucial for enhancing the capabilities of the Central Electoral Commission in Armenia, ensuring that electoral processes are transparent, inclusive, and effectively managed. The consultant will work closely with various stakeholders to develop training materials, conduct workshops, and provide ongoing support to improve electoral management practices. The position is open only to Armenian nationals, emphasizing the need for local expertise in navigating the specific electoral context of Armenia.

Duties and Responsibilities:
The consultant will have a range of responsibilities including but not limited to:
  • Developing comprehensive training materials tailored to the needs of the Central Electoral Commission and other relevant stakeholders.
  • Conducting training sessions and workshops to enhance the skills and knowledge of electoral officials and staff.
  • Providing technical assistance and guidance on best practices in electoral management.
  • Collaborating with local and international experts to ensure the training content is relevant and up-to-date.
  • Assessing the training needs of electoral officials and adapting programs accordingly.
  • Monitoring and evaluating the effectiveness of training initiatives and making recommendations for improvement.
  • Preparing reports and documentation related to training activities and outcomes.
  • Engaging with civil society organizations to promote awareness and understanding of electoral processes.

Required Qualifications:
Candidates must possess a strong background in electoral processes and training methodologies. They should have proven experience in developing and delivering training programs, particularly in the context of electoral management. Additionally, candidates should demonstrate excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders. A deep understanding of the Armenian electoral system and its challenges is essential. Furthermore, candidates should be proficient in using various training tools and techniques to facilitate learning and development.

Educational Background:
A minimum of a bachelor's degree in political science, public administration, international relations, or a related field is required. A master's degree in a relevant discipline would be an advantage. Candidates should have formal training in adult education or capacity development methodologies, which will enhance their ability to deliver effective training programs.

Experience:
Candidates should have at least 5 years of relevant professional experience in electoral management, training, or capacity development. Experience working with governmental or non-governmental organizations in Armenia or similar contexts is highly desirable. Familiarity with international standards and best practices in electoral processes will be considered an asset.

Languages:
Fluency in Armenian is mandatory, as the position requires close collaboration with local stakeholders. Proficiency in English is also required, as it may be necessary for documentation and communication with international partners. Knowledge of additional languages would be considered a plus, particularly if they are relevant to the local context.

Additional Notes:
This position is classified as a National Consultant role and is open only to Armenian nationals. The contract type is an Individual Contract (IC) with an estimated duration from 09 February 2026 to 30 March 2026, encompassing approximately 40 workdays. The duty station for this position is Yerevan, Armenia, specifically at the Central Electoral Commission.
