Job Overview: The Project Officer position is integral to the IOM's Institutional Strategy on Migration, Environment, and Climate Change (2021-2030). This role involves addressing the complex interactions between migration and environmental factors, particularly in the context of climate change. The Project Officer will contribute to national climate action plans by executing impactful institutional and community-level actions aimed at decarbonization, especially in the energy sector. The position requires a strategic approach to resource mobilization from the private sector and strengthening governance at local and national levels. The Project Officer will enhance the organization's capacity to design and implement projects that mitigate climate change effects, aligning with donor priorities and the Colombian government's objectives. Additionally, this role aims to position the IOM as a competitive actor in climate and environmental funding, expanding cooperation options and strategic alliances in the medium term.
Duties and Responsibilities: The Project Officer will be responsible for conducting a thorough review of specific documentation related to the Mitigation Action Facility, the roadmap for a just energy transition (TEJ), the country's NDC 3.0, and the National Energy Plan 2024-205
This includes identifying synergies and alignments within these documents. The officer will analyze successful global case studies on decarbonization in the energy sector that can be adapted to Colombia's context, identifying implementation opportunities based on national projections and plans. Results will be documented in an analysis matrix. The Project Officer will also contribute to mapping key stakeholders and agents for developing proposals in accordance with the Mitigation Action Facility requirements, with results recorded in a matrix. Collaboration in formulating the results matrix for the project concept phase of the Mitigation Action Facility is essential, ensuring the integration of climate change perspectives. The officer will support the technical development of specific sections of the Mitigation Action Facility form, ensuring scientific and research coherence regarding climate change mitigation in the energy sector, including the involvement of vulnerable communities (including migrants), the private sector, and government authorities. Participation in coordination and follow-up meetings with IOM staff leading proposal development is also required.
Required Qualifications: Candidates must possess strong analytical skills, particularly in reviewing and synthesizing complex documents related to climate change and energy policies. Proficiency in project management and the ability to work collaboratively with diverse stakeholders are essential. The role requires a deep understanding of climate change mitigation strategies and their application in the energy sector, as well as experience in stakeholder engagement and resource mobilization.
Educational Background: A bachelor's degree in environmental science, international relations, public policy, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's qualifications for the role.
Experience: Candidates should have at least 3-5 years of professional experience in project management, particularly in areas related to climate change, energy policy, or migration. Experience working with intergovernmental organizations or NGOs is highly desirable, as is familiarity with the Colombian context regarding climate action and energy transition.
Languages: Fluency in Spanish is mandatory, given the local context and the need for effective communication with stakeholders. Proficiency in English is also required, as it is often necessary for reporting and collaboration with international partners. Additional languages may be considered an asset.
Additional Notes: This position is full-time and may involve travel within Colombia to engage with stakeholders and communities. The contract duration is typically project-based, with potential for extension based on funding and project needs.
