Job Overview:
The ESRIN Hard Services Manager position is a critical role within the Real Estate and Facilities Management (REFM) Department at ESA's ESRIN site in Frascati, Italy. This position is responsible for the tactical and operational management of hard services and capital projects related to real estate and facilities. The manager will oversee the management of external service providers, ensuring compliance with ESA policies and delivering high-quality infrastructure services that align with the agency's standards and budgetary constraints. The role requires a proactive approach to managing contracts, operational efficiency, and stakeholder coordination, ensuring that all services and projects meet the operational needs of the agency.

Duties and Responsibilities:
As the ESRIN Hard Services Manager, the individual will report directly to the ESRIN REFM Site Manager and will be tasked with a variety of responsibilities. These include managing contractual relationships with hard facilities management service providers, ensuring compliance with service level agreements (SLAs) and key performance indicators (KPIs), and overseeing the operational management of building systems such as HVAC, electrical, plumbing, and fire safety systems. The manager will coordinate preventive and corrective maintenance activities, oversee technical projects related to infrastructure upgrades, and manage energy and mobility projects. Additionally, the role involves planning and managing capital projects, developing project scopes and budgets, leading procurement processes, and ensuring adherence to health, safety, and environmental standards. Stakeholder coordination is also a key responsibility, requiring collaboration with internal customers and providing technical advice to ensure alignment with operational needs.

Required Qualifications:
Candidates must possess a master's degree in engineering, facilities management, construction management, or a related discipline. Additionally, a minimum of five years of experience in hard facilities management services and capital project management is required, preferably within an outsourcing model. Strong knowledge of building systems, maintenance strategies, and compliance requirements is essential, along with proven experience in managing construction or refurbishment projects, including budgeting and contractor oversight. Familiarity with health, safety, and environmental regulations is also necessary for this role.

Educational Background:
The educational requirement for this position is a master's degree in a relevant field such as engineering, facilities management, or construction management. This advanced degree is crucial for understanding the complexities of managing hard services and capital projects effectively within the agency's operational framework.

Experience:
The position requires a minimum of five years of relevant professional experience in hard facilities management services and capital project management. This experience should ideally include working in an outsourcing model, managing construction or refurbishment projects, and overseeing compliance with health, safety, and environmental regulations. Candidates should demonstrate a strong track record of successfully leading projects from initiation to completion, ensuring adherence to scope, cost, and schedule.

Languages:
The working languages of the European Space Agency are English and French. A good knowledge of one of these languages is mandatory for applicants. Additionally, knowledge of another language from one of the ESA Member States would be considered an asset, enhancing the candidate's ability to communicate effectively within the diverse environment of the agency.
