Job Overview: The HR Associate position is pivotal in delivering quality human resources services across the Country Office (CO) of UNFPA. The incumbent will ensure compliance with established rules, guidelines, processes, and procedures while providing effective HR advice and services to both internal and external clients. This role requires a collaborative, client-oriented, and results-focused approach to HR management. The HR Associate will report directly to the Operations Manager and will be responsible for the overall support of Human Resource Management, ensuring that HR strategies and policies are effectively administered and implemented. The position also involves liaising with various stakeholders to ensure the proper functioning of the HR management system, thereby contributing to the overall mission of UNFPA.
Duties and Responsibilities:
Administration and Implementation of HR Strategies and Policies: Ensure compliance with UN rules and regulations, UNFPA policies, and effective implementation of the internal control framework. Provide advice on corporate strategies and personnel rules, and support the recruitment of staff and consultants. Develop and recommend improvements to HR management processes through Standard Operating Procedures (SOPs).
Effective Administration of Human Resources: Organize recruitment processes, including drafting job descriptions, screening candidates, and conducting reference checks. Monitor and track contracts and transactions related to recruitment and personnel management. Prepare submissions for the Local Compliance Review Panel and validate HR services provided by UNDP.
Knowledge Building and Sharing: Support the Operations Manager in tracking HR management indicators and organizing HR learning and training events. Facilitate knowledge sharing and maintain effective HR networking with other UN agencies.
Communication Flows: Maintain accurate personnel status files and implement monitoring tools for personnel activities. Prepare personnel-related reports and analyses, and respond to inquiries as needed. Undertake any other relevant activities as assigned by the Supervisor and Senior Management.
Required Qualifications: The position requires completed secondary level education (high school or equivalent) as a minimum. A first-level or advanced degree in Business Administration or related fields is desirable. Candidates should possess a minimum of 6 years of progressively responsible experience in Human Resources or Administration, with thorough knowledge of modern office procedures. Experience with UN Agencies is considered an asset, and excellent communication skills are essential. Proficiency in current office software applications is also required.
Educational Background: Candidates must have completed secondary education, with a preference for those holding a first-level or advanced degree in Business Administration or related areas. This educational background is crucial for understanding the complexities of HR management and the operational requirements of the UNFPA.
Experience: A minimum of 6 years of progressively responsible experience in Human Resources or Administration is required. Candidates should have a thorough understanding of modern office procedures and general office management. Experience working with UN Agencies is advantageous, as it provides familiarity with the specific HR policies and procedures relevant to the organization.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the UNFPA. Knowledge of the local language is considered desirable, as it can enhance communication with local stakeholders and staff.
