Job Overview:
The National Program Coordinator for Human Mobility and Migration Governance will play a crucial role in supporting the coordination of national activities under the Regional Migration Governance Programme (RMGP). This position requires close collaboration with various stakeholders, including beneficiaries, donor organizations, and government partners. The successful candidate will be responsible for ensuring that the program activities are implemented in a timely manner, adhering to IOM policies and donor requirements. The role involves monitoring project progress, documenting results, and identifying any implementation issues that may arise. The coordinator will also be tasked with preparing reports for donors and maintaining an internal reporting system to track project indicators and resource availability. This position is vital for enhancing the visibility of project activities and ensuring effective communication among all parties involved.

Duties and Responsibilities:
The duties and responsibilities of the National Program Coordinator include:
  • Supporting the coordination of national activities under the RMGP, ensuring alignment with IOM policies and donor requirements.
  • Assisting in the implementation of program activities at the national level, including administrative and technical matters.
  • Liaising with beneficiaries, donors, partner organizations, and government partners to coordinate implementation activities.
  • Providing thematic support on labor mobility to National Focal Points of implementing Country Offices.
  • Tracking developments in labor migration procedures and mobility agreements in Serbia.
  • Compiling and presenting information on project priorities, significant events, and risks to the National Program Coordinator and donor.
  • Monitoring project progress against approved workplans and indicators, documenting results, and identifying implementation issues.
  • Participating in the monitoring of project expenditures and financial reports.
  • Attending relevant meetings and events to support project visibility and disseminate information. 1
  • Preparing donor reports and ensuring proper information exchange on operational aspects of the project. 1
  • Maintaining the internal reporting system and compiling regular progress reports. 1
  • Undertaking duty travel for project implementation and liaising with counterparts as needed. 1
  • Performing other duties as assigned.

Required Qualifications:
The position requires a university degree in law" style="border-bottom: 1px dotted #007bff !important;">International Law, Political Science, Migration Studies, Humanitarian Affairs, Development Studies, or a related field from an accredited institution, along with four years of relevant professional experience. Alternatively, candidates with a high school degree and at least six years of relevant professional experience in the aforementioned fields will also be considered. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates must demonstrate knowledge and experience related to labor migration and border management, fieldwork, migrant protection, and project management. Strong analytical skills, computer literacy, and excellent communication and negotiation skills are essential.

Educational Background:
Candidates must possess a university degree in a relevant field such as International Law, Political Science, Migration Studies, Humanitarian Affairs, or Development Studies from an accredited academic institution. Alternatively, a high school degree with significant professional experience in related fields is acceptable. The educational qualifications must be from institutions recognized by the UNESCO World Higher Education Database, ensuring that the candidate has received a quality education that meets international standards.

Experience:
The ideal candidate should have a minimum of four years of relevant professional experience in areas related to migration governance, project management, and labor mobility. Experience in fieldwork, particularly in migrant protection, is highly valued. Additionally, candidates should have a proven track record of liaising with governmental authorities, local communities, and national and international institutions. This experience is crucial for effectively managing the complexities of migration governance and ensuring successful project implementation.

Languages:
Full professional proficiency in English and Serbian is mandatory for this position. Knowledge of IOM's official languages, which include English, French, and Spanish, is advantageous and will be evaluated during the selection process. Candidates may be required to demonstrate their language proficiency through written and/or oral assessments as part of the recruitment process.

Additional Notes:
This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Serbia will be considered. The appointment will be contingent upon the candidate's medical fitness for the role and verification of residency, visa, and other necessary authorizations. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
