Job Overview:
The M&E Consultant will support the UNICEF Education programme in Myanmar, which focuses on providing educational support to marginalized learners. This role involves collecting and synthesizing data to inform decision-making and tailor interventions, ensuring that actions are evidence-based and responsive to children's needs. The consultant will analyze education data and performance metrics to maintain and strengthen access to quality education, identify gaps, track progress, and guide program strategies. Duties and Responsibilities:
  • Internal planning and coordination: Support timely and accurate data collection on the education context affecting children and families. Develop M&E frameworks aligned with internal guidelines. Lead data collection and analysis for internal reporting requirements. Provide technical support for UNICEF's internal monitoring system. Coordinate with internal teams and education cluster members to collect and verify data.
  • Programme specific monitoring and reporting: Collaborate with education programmes to ensure data quality and support donor reporting. Work with partners to produce situation analyses that inform program strategy and resource allocation.
  • Capacity building: Assist in developing the capacity of UNICEF programme focal points and partner organizations for education programme monitoring and reporting. Facilitate training sessions and produce guidance materials to support M&E practices.
  • Deliverables: Mapping of education programmes and reporting requirements, finalized indicator inventory, quarterly progress reports, training materials, and comprehensive monitoring reports.

Required Qualifications:
Minimum requirements include a Bachelor's degree in relevant fields such as Economics, Social Sciences, or International Relations. Candidates should have at least 5 years of relevant experience, strong expertise in data analysis and M&E, and experience in designing reporting templates. Knowledge of issues related to vulnerable populations, particularly girls and children with disabilities, is essential. Familiarity with the education sector in Myanmar and prior experience with UN agencies are advantageous.

Educational Background:
A Bachelor's degree in Economics, Business Studies, Social Sciences, International Relations, Public Administration, Mathematics, Computer Science, or another relevant technical field is required for this position.

Experience:
Candidates must have a minimum of 5 years of relevant experience, demonstrating strong analytical skills and expertise in data analysis and monitoring and evaluation. Experience working with education stakeholders and partners across various contexts is essential, along with familiarity with reporting platforms and data visualization software.

Languages:
