Job Overview: The Monitoring, Evaluation, and Learning (MEL) Advisor plays a crucial role in the Strengthening Infectious Disease Detection Systems (STRIDES) Activity in Nigeria. This position involves providing technical guidance on all MEL aspects, overseeing daily MEL activities, and ensuring that project data is utilized for evidence-based decision-making. The MEL Advisor will be responsible for developing and implementing MEL systems, tools, and procedures that facilitate the collection, analysis, and interpretation of data to demonstrate the impact and accountability of the Activity. This role requires leadership in promoting STRIDES as a thought leader in the MEL community, contributing to FHI 360’s overall mission through the documentation of best practices and lessons learned.
Duties and Responsibilities: The MEL Advisor will support the design, development, planning, implementation, and reporting against the STRIDES Activity Monitoring, Evaluation, and Learning Plan (AMELP). Key responsibilities include developing and managing MEL systems and tools, tracking progress against MEL indicators, ensuring the integration of high-quality quantitative and qualitative methods, and assessing subcontractors' MEL-related data. The advisor will build the MEL capacity of STRIDES staff, lead learning activities, manage relationships with government counterparts and partners, develop country-specific MEL plans and budgets, supervise and mentor staff, and support performance management and professional development. Additional duties may be assigned as needed.
Required Qualifications: Candidates must possess a Master’s Degree or its international equivalent in fields such as Knowledge/Information Services, Biostatistics, Epidemiology, Communications, Health, Behavioral, Life/Social Sciences, International Development, or Human Development. A Project Management (PM) Certification is preferred. The position typically requires 8+ years of relevant experience in designing and evaluating programs/services in a managerial role within MEL. Candidates should demonstrate experience as a lead subject matter expert in MEL and managing complex projects across multiple countries.
Educational Background: The educational background required for this position includes a Master’s Degree or its equivalent in relevant fields such as Knowledge/Information Services, Biostatistics, Epidemiology, Communications, Health, Behavioral, Life/Social Sciences, International Development, or Human Development. A Project Management Certification is also preferred, indicating a strong foundation in project management principles and practices.
Experience: The ideal candidate should have at least 8 years of relevant experience in the field of Monitoring, Evaluation, and Learning, particularly in a managerial capacity. Experience in leading and managing complex projects that span multiple countries is essential, as is a proven track record of serving as a subject matter expert in MEL. Candidates should also have experience in developing publications, presentations, and reports that effectively communicate technical information to diverse audiences.
Languages: Fluency in English is mandatory, and proficiency in a second language such as French, Spanish, or Russian is desirable. This linguistic capability will enhance communication and collaboration with various stakeholders and partners in the MEL space.
Additional Notes: This position involves direct and indirect supervision of FHI 360 staff across multiple countries. The work environment is typical of an office setting, with the expectation of spending long hours at a computer. The role may require travel of 10%-25%.
