Job Overview:
The Finance Manager position is a critical role within the Infectious Diseases and Global Health Security division at FHI 36
  • This position is responsible for overseeing the financial operations of various projects, ensuring that financial practices align with the division's strategic goals. The Finance Manager will manage the budgeting and forecasting processes, oversee financial reporting, and ensure the accuracy and integrity of financial data. This role requires the development and review of advanced financial models, leading variance analysis, and driving financial decision-making. The Finance Manager will also be responsible for managing subcontract monitoring, ensuring compliance with client and organizational requirements, and addressing any financial issues that arise. Additionally, the Finance Manager will lead resource management efforts to optimize resource allocation in support of project priorities, oversee financial systems and tools, and play a key role in risk management by developing strategies to mitigate financial risks. The position also involves leading a team of analysts, fostering their development and performance, and managing the activities of junior financial analyst staff.

Duties and Responsibilities:
The Finance Manager will oversee data collection, ensuring accuracy and interpreting complex analyses for decision-making. They will review and approve the analysis of monthly financial reports regarding budgets to actual and forecast, presenting findings and recommendations to leadership. The Finance Manager will finalize financial reports and supporting documentation for funders as outlined in the funding agreement, oversee the budgeting and forecasting process, and ensure alignment with strategic goals. They will monitor and approve all budgeted project expenditures in accordance with the workplan and budget forecasts, serving as the official approver for project expenditures. The Finance Manager will approve and review financial models, provide strategic input, and oversee variance analysis, ensuring action on recommendations. They will collaborate with project managers to determine the resources required to complete projects, monitor sub-award financials, and ensure budgets reflect project activities. The Finance Manager will communicate financial insights and compliance, provide recommendations, and consult with senior management and stakeholders on project financials. They will participate in financial reporting for project annual workplans and budget planning, audit reviews, and assessments. Additionally, the Finance Manager will coach, mentor, and manage financial analysts and country finance staff to ensure quality, efficiency, and compliance with project and company standards. The role requires broad conceptual judgment, initiative, and the ability to deal with a wide range of finance issues, while working with confidential data that could significantly impact the organization.

Required Qualifications:
Candidates must possess a BS/BA degree in Accounting, Finance, Business Administration, or a recognized equivalent, along with 7 to 9 years of relevant experience. Alternatively, candidates with an MS/MA degree in the same fields and 5 to 7 years of relevant experience will also be considered. A minimum of 3 years in a supervisory role with experience in financial management and reporting is required. Familiarity with U.S. Government grants or other client-funded programs, contracting, and auditing standards is essential for effective management of multi-year funds. Professional qualifications such as CPA, ACA, ICAN, CIMA, or CFE are mandatory. Experience working on complex awards and contracts and managing sub-awards is preferred.

Educational Background:
The educational background required for this position includes a BS/BA degree in Accounting, Finance, Business Administration, or a recognized equivalent. Candidates with an MS/MA degree in these fields will also be considered, provided they have the requisite years of experience. Professional certifications such as CPA, ACA, ICAN, CIMA, or CFE are also required, demonstrating a commitment to the field of finance and accounting.

Experience:
The Finance Manager position requires significant experience in financial management, with a minimum of 7 to 9 years of relevant experience for candidates with a BS/BA degree, or 5 to 7 years for those with an MS/MA degree. Candidates must have at least 3 years of experience in a supervisory role, demonstrating their ability to lead and manage financial teams effectively. Languages:
