Job Overview:
The consultant will be responsible for advancing advocacy, partnership development, and innovative resource mobilization to strengthen UN-Habitat Canada’s climate-resilient and adequate housing agenda. This role involves developing and executing engagement strategies, supporting high-quality proposal development, and producing data-driven insights to expand the office’s funding pipeline and partnership ecosystem. The consultant will consolidate strategic inputs, communication products, and knowledge outputs that elevate Canadian and North American leadership in equitable, sustainable, and climate-responsive housing. The position is full-time and based in Montreal, Canada, and is initially offered as a six-month contract with the possibility of extension based on performance evaluation.

Duties and Responsibilities:
The consultant will carry out a variety of tasks, including:
  • Developing and implementing advocacy and engagement strategies aligned with UN-Habitat Canada’s mission.
  • Leading resource mobilization efforts by identifying funding opportunities and designing donor engagement approaches.
  • Providing technical support for innovative partnerships that advance sustainable housing solutions.
  • Maintaining a comprehensive partnership and donor-tracking database.
  • Using data to segment donors and partners for tailored advocacy and fundraising approaches.
  • Supporting staff in preparing high-quality project proposals and donor reports.
  • Designing capacity-strengthening activities for the Canada Office and partners.
  • Contributing to flagship initiatives that expand UN-Habitat Canada’s leadership.

  • Monitoring and evaluating partnership performance and resource mobilization targets. 1

  • Engaging with key stakeholders to foster collaboration and investment in housing. 1

  • Providing support on strategic communications and advocacy campaigns. 1
  • Offering operational support across general functions to ensure efficient project delivery.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s level or equivalent) in fields such as International Development, Urban Planning, Public Policy, Political Science, Communication, or Business Administration. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. At least 2 years of experience in partnership, resource mobilization, and advocacy activities in Canada and North America is required, preferably in housing and sustainable urban development. Experience in establishing professional networks with key donors and financing partners is essential, along with solid experience in resource mobilization and project proposal preparation. Strong report writing and reviewing skills are desirable, and progressively responsible work experience in housing and sustainable urban development is preferred.

Educational Background:
An advanced university degree (Master’s level or equivalent) in relevant fields is required. A first-level university degree with additional qualifying experience may be accepted. The educational background should align with advocacy, partnerships, and sustainable development.

Experience:
Candidates should have at least 2 years of relevant experience in partnership, resource mobilization, and advocacy activities, particularly in the context of housing and sustainable urban development in Canada and North America. Experience in establishing networks with donors and financing partners is crucial, as is solid experience in resource mobilization and project proposal preparation. Progressively responsible work experience at the national or international level in the field of housing and sustainable urban development is desirable.

Languages:
Fluency in spoken and written English is required for this position. Proficiency and/or fluency in French is highly desirable, and knowledge of another official UN language is considered an additional asset. English and French are the official working languages of the United Nations Secretariat.

Additional Notes:
This position is open only to Canadian citizens or those with the legal right to work in Canada. The position is full-time and based in Montreal, Canada, with an expected duration of six months, and the possibility of extension based on performance evaluation.
