Job Overview: The Programme Associate plays a crucial role within the UNDP Pacific sub-office, primarily supporting the Programme Team in the execution of services related to the Federated States of Micronesia's programme. This position involves managing data, facilitating programme implementation, and ensuring adherence to UNDP's quality standards throughout the project lifecycle. The Programme Associate is expected to adopt a client-oriented approach, collaborating closely with various stakeholders, including operations, programme, and project personnel. Duties and Responsibilities: The Programme Associate's duties include providing support to the Programme Team under the guidance of the Programme Analyst. Key responsibilities involve ensuring effective planning, implementation, monitoring, and reporting of projects. This includes collecting and analyzing background information for strategic documents, compiling project documents, and contributing to the development of project ideas and funding proposals. The Programme Associate will also support project management activities, including communication and reporting, and ensure integration of gender considerations throughout the project lifecycle. Additionally, the role involves operational and financial management support, including budget monitoring, financial reporting, and ensuring compliance with UNDP regulations. The Programme Associate will assist in the development of standard operating procedures, quality assurance processes, and oversight measures for projects. Furthermore, the position requires facilitating knowledge management and learning within the Programme Team, capturing lessons learned, and supporting training initiatives for project personnel.
Required Qualifications: Candidates must possess secondary education as a minimum requirement, with a university degree (bachelor’s degree) in fields such as Business Administration, Management, Public Administration, Economics, or Social Studies being highly regarded. Specialized certifications in Programme or Project Management (e.g., MSP or PRINCE-2) or in Accounting and/or Finance are considered advantageous. Proficiency in computer applications and office software (MS Word, Excel, etc.) is essential, along with knowledge of ERP platforms and experience in web-based management systems. Familiarity with UNDP’s policies and procedures regarding programme or project finance is also desirable.
Educational Background: The educational background required for this position includes at least secondary education, with a preference for candidates holding a bachelor’s degree in relevant fields such as Business Administration, Management, Public Administration, Economics, or Social Studies. Specialized certifications in Programme or Project Management or Accounting and Finance are considered a distinct advantage, enhancing the candidate's qualifications for the role.
Experience: Candidates should have a minimum of 6 years of progressively responsible experience in administrative, finance, or programme roles at the national or international level if they possess secondary education. Alternatively, candidates with a bachelor’s degree are required to have at least 3 years of relevant experience. Proficiency in using computers and office software is mandatory, and familiarity with ERP platforms and UNDP policies is highly desirable.
Languages: Fluency in English is mandatory, along with proficiency in Pohnpeian, Chuukese, Yapese, and/or Kosraean. These language skills are essential for effective communication and collaboration within the Programme Team and with local stakeholders.
Additional Notes: The position is a fixed-term appointment, and candidates should be aware that continuation beyond the initial 12 months is contingent upon successful completion of a probationary period.
