Job Overview:
The position of Extended Term Consultant (ETC) is crucial for the Energy Team at the World Bank, based in Luanda, Angola. The selected candidate will play a significant role in supporting the design and implementation of ongoing and future World Bank energy initiatives in Angola and Sao Tome and Principe, particularly in alignment with the countries' Mission 300 objectives. This role encompasses strategic, advisory, and operational responsibilities, requiring the candidate to oversee energy operations, enhance quality, and accelerate implementation. The consultant will engage in policy dialogue with government authorities, development partners, and stakeholders on critical energy issues and the implementation of energy sector reforms. The position demands a commitment to spend at least 30% of the time in Sao Tome and Principe, ensuring a hands-on approach to project management and stakeholder engagement. The consultant will also provide analytical support and contribute to operational and policy dialogue activities, adapting to the dynamic needs of the energy sector.

Duties and Responsibilities:
The duties and responsibilities of the Extended Term Consultant include: supporting energy project preparation and implementation, overseeing specific project sub-components, collaborating closely with the Angolan government on the Energy Compact under Mission 300, and providing similar support to the government of Sao Tome and Principe. The consultant will coordinate with donors to maximize the impact of investment and analytical work, facilitate cross-GP team coordination to enhance the productive use of energy, and engage in dialogue with IFC and MIGA teams to improve the business environment. Additionally, the consultant will coordinate with government counterparts and consultants, conduct high-quality research and analysis, draft policy notes related to energy, and maintain dialogue with private sector representatives to identify collaboration opportunities. The consultant will also draft project documents, implementation reports, and aide memoires for official missions, ensuring timely contributions to project-related documentation.

Required Qualifications:
Candidates must possess a Master's degree in energy planning, economics, or a related field relevant to energy sector development. A minimum of 5 years of combined working or research experience in the energy sector is required, demonstrating a strong track record of delivering results, including the completion of analytical work and engagement with complex projects. Relevant experience in areas such as energy access, hydropower development, transmission line investment, power sector reforms, or private sector capital mobilization is essential. Candidates should exhibit a solid understanding of the power sector value chain, market structure, and technologies in developing countries, along with experience in project economic analysis, utility financial analysis, or cost of service studies. The ability to support policy dialogue with clients and stakeholders is crucial, as is the capacity to work effectively with large global teams and produce high-quality results with minimal supervision.

Educational Background:
The educational background required for this position includes a Master's degree in energy planning, economics, or equivalent fields that are pertinent to energy sector development. This advanced degree is essential to ensure that the candidate possesses the necessary theoretical knowledge and analytical skills to address the complexities of energy projects and policies effectively.

Experience:
