Job Overview:
The consultant will play a crucial role in assessing the institutional, legal, operational, and training readiness of the Committee of Emergency Situations and Civil Defense (CoES) in Tajikistan, particularly in relation to Camp Coordination and Camp Management (CCCM) responsibilities during temporary displacement scenarios. The overarching goal is to provide evidence-based recommendations that will inform the development of a contextualized capacity-building strategy. This involves analyzing how CCCM roles are integrated into national emergency response frameworks, evaluating CoES' functional capacity, and assessing existing training content related to displacement preparedness. The consultant will also engage with various stakeholders to gather insights and recommendations for improving CCCM practices in Tajikistan.

Duties and Responsibilities:
The consultant will be responsible for conducting a comprehensive desk review of national policies, disaster risk management plans, and emergency standard operating procedures (SOPs). They will analyze the legal mandates of CoES and other relevant entities regarding temporary displacement and site management. The consultant will perform an institutional functional review to assess the organizational structure and operational protocols of CoES, identifying overlaps or gaps in CCCM roles across government and humanitarian actors. Additionally, they will conduct a training and capacity assessment of the CoES Training Center, reviewing existing training curriculums and recommending specific CCCM modules for integration. Stakeholder consultations will be a key part of the process, involving interviews with CoES leadership and focus group discussions with local responders. The consultant will also document past displacement responses, map coordination roles, and conduct a gap analysis to provide actionable recommendations for institutionalizing CCCM roles within CoES and enhancing inter-agency coordination.

Required Qualifications:
Candidates must possess an advanced university degree in Disaster Risk Reduction, Humanitarian Affairs, Public Policy, or a related field. They should have at least 5 years of professional experience in CCCM, displacement site coordination, or institutional capacity assessments. Familiarity with CCCM Cluster standards, localization of humanitarian tools, and disaster risk reduction structures in Central Asia is essential. Experience working with national disaster authorities or civil protection structures is considered an advantage. Strong analytical and report writing skills, along with experience in participatory assessment methodologies, are also required.

Educational Background:
An advanced university degree in a relevant field such as Disaster Risk Reduction, Humanitarian Affairs, or Public Policy is required for this position. This educational background is crucial for understanding the complexities of disaster management and humanitarian response, particularly in the context of displacement and emergency situations.

Experience:
The position requires a minimum of 5 years of professional experience in areas related to Camp Coordination and Camp Management (CCCM), displacement site coordination, or conducting institutional capacity assessments. This level of experience is necessary to ensure that the consultant has a deep understanding of the challenges and best practices in managing temporary displacement scenarios and can provide valuable insights and recommendations.

Languages:
Fluency in Russian is mandatory for this position, as it is essential for effective communication with local stakeholders and authorities. Knowledge of English and/or Tajik is preferred, as it may enhance the consultant's ability to engage with a broader range of partners and resources. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:

The appointment will be subject to medical fitness certification and verification of residency and visa requirements. IOM provides coverage against occupational accidents and illnesses for consultants but does not offer evacuation or medical insurance for non-occupational incidents.
