Job Overview:
The Human Resources Associate position is situated within the Recruitment, Classification and Post Management Section (RCP) of the Human Resources Branch at ICAO. The incumbent will play a pivotal role in coordinating and implementing recruitment activities for various Bureaus and Offices at ICAO Headquarters and Regional Offices. This role involves processing job classification and post management requests, ensuring that recruitment processes are conducted efficiently and in compliance with ICAO policies. The HR Associate will report to the Chief of the Section or an HR Specialist responsible for recruitment activities, and will be expected to manage the recruitment workflow with discretion and confidentiality, while also providing guidance and support to Hiring Managers throughout the recruitment process.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Associate include coordinating and participating in the recruitment and selection process for all staff categories, ensuring adherence to policies and regulations. The incumbent will plan and conduct recruitment processes for fixed-term positions, coordinate recruitment for Director-level posts, prepare and publish job openings, guide hiring managers in screening and selection processes, and manage candidate correspondence. Additionally, the HR Associate will provide first-level support on the ICAO recruitment system, conduct quality control checks, and assist in the preparation of recruitment reports. The role also involves conducting talent outreach initiatives, attending employment fairs, and maintaining recruitment records in the online system. The HR Associate will serve as an ex-officio member of interview panels and will coordinate job classification and post management activities, ensuring quality control and compliance with organizational standards.

Required Qualifications:
Candidates must possess a high school diploma or equivalent education, supplemented by additional training or certification in human resources, business administration, or a related field. A minimum of six years of professional experience in human resources or a related field is essential, with specific experience in recruitment, candidate assessment, and selection. Familiarity with Enterprise Resource Planning systems and modern recruitment systems is required. Desirable qualifications include experience in job analysis and classification, HR data analytics, and work experience within the UN system.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent, along with additional training or certification in human resources, business administration, or a related field. This foundational education is crucial for understanding the complexities of human resources management and recruitment processes within an international organization.

Experience:
The position requires a minimum of six years of relevant professional experience in human resources or a related field. Candidates should have substantial experience in recruitment processes, candidate assessment, and selection, as well as familiarity with Enterprise Resource Planning systems and modern recruitment systems. Experience in job analysis and classification, HR data analytics, and work experience within the UN system are considered advantageous.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. Additionally, a working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is desirable and would enhance the candidate's profile.

Additional Notes:
This position is locally recruited and restricted to Canadian citizens, permanent residents of Canada, and applicants with a valid work permit. The role is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants and may be assigned to any activities or offices of the Organization within the duty station. The organization offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 65 years. The net base salary for this position is CAD 55,741 per annum.
