Job Overview:
The Senior Knowledge Management and Communication Officer will play a pivotal role in leading the communications, knowledge dissemination, and outreach efforts for the Global Environment Facility (GEF) Independent Evaluation Office (IEO). This position requires strategic leadership to design and implement a comprehensive communications strategy aligned with the IEO's objectives and the broader GEF Partnership. The officer will be responsible for advising management on visibility and positioning within the GEF architecture and the global environmental community. The role involves overseeing the production of high-quality communication products, including strategic briefs, evaluation summaries, and multimedia content, as well as managing digital engagement strategies and stakeholder partnerships. The officer will also lead the knowledge management unit, ensuring effective internal coordination and management of communication staff and resources.

Duties and Responsibilities:
The Senior Knowledge Management and Communication Officer will undertake a variety of tasks, including:
  • Leading the design and implementation of the IEO Communications and Outreach Strategy for the GEF-9 cycle and beyond.
  • Advising IEO management on visibility and strategic positioning within the GEF architecture.
  • Overseeing the production and dissemination of communication products such as strategic briefs, evaluation summaries, and multimedia content.
  • Leading the development of EvalVision videos for major evaluations, including scriptwriting, filming, editing, and production.
  • Ensuring quality control and consistency of messaging across all IEO publications.
  • Managing the digital engagement strategy, including the IEO website and social media platforms.
  • Using analytics to assess outreach effectiveness and adjust strategies accordingly.
  • Strengthening communication and knowledge-sharing partnerships with GEF Agencies and other stakeholders.
  • Representing the IEO at high-level events and consultations. 1
  • Leading the knowledge management and communication unit, providing technical leadership to staff and managing budgets related to communications and events.

Required Qualifications:
Candidates must possess an advanced degree in Communications, Journalism, International Relations, Public Policy, or a related field (Master’s level or higher). They should have at least eight years of relevant professional experience, preferably in an international organization, with a proven track record of leading strategic communications at a senior level. Candidates must demonstrate exceptional writing and editing skills, with the ability to synthesize complex evaluative evidence into clear narratives for senior decision-makers. Experience in communicating findings in environmental or development evaluation is highly desirable, along with exceptional presentation skills and experience in audiovisual production and digital storytelling. Proficiency in production software and generative AI tools is also required, along with strong project management skills and the ability to work effectively in multicultural teams.

Educational Background:
An advanced degree in Communications, Journalism, International Relations, Public Policy, or a related field is required for this position. A Master’s level or higher qualification is preferred, indicating a strong foundation in the relevant disciplines necessary for effective communication and knowledge management within the context of international development and environmental issues.

Experience:
The position requires at least eight years of relevant professional experience, ideally within an international organization. Candidates should have a proven track record of leading strategic communications at a senior level, demonstrating their ability to manage complex communication strategies and engage with high-level stakeholders effectively. Experience in environmental or development evaluation, sustainable development, and climate change is highly desirable, as is a background in managing multimedia communication campaigns.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages such as French, Spanish, and/or Portuguese is considered a strong asset, enhancing the candidate's ability to engage with diverse stakeholders and communicate effectively across different cultural contexts.
