Job Overview:
The Administrative Associate position at OHCHR Yemen Country Office in Aden is a vital role that supports the overall management of administrative services within the organization. Reporting to the Head of Office and under the direct supervision of a designated supervisor, the Administrative Associate is responsible for ensuring high-quality and accurate administrative processes and transactions. This position requires a client-oriented approach, emphasizing quality and results in service delivery. The Administrative Associate will provide direct support to high-ranking UN officials and other staff members on mission, ensuring the highest standards of discretion, integrity, and responsibility. The role involves close collaboration with operations, program, and project staff, as well as other UN agencies, to facilitate effective communication and consistent service delivery. The position is exclusively open to OHCHR affected staff, highlighting the organization's commitment to internal mobility and staff development.

Duties and Responsibilities:
The Administrative Associate will undertake a comprehensive range of duties and responsibilities, including but not limited to: managing and supervising financial resources effectively and accurately; acting as a Certifying Officer in the absence of program managers; supporting the review and preparation of medium-term plans and budget proposals; monitoring expenditures against approved budgets and preparing necessary adjustments; ensuring compliance with financial procedures and requirements; preparing quarterly reports and cash flow forecasts; organizing workshops and conferences; drafting routine correspondence and taking meeting minutes; managing project budgets and ensuring proper control of project accounts; coordinating the provision of reliable office supplies; and facilitating knowledge creation and exchange within the Country Office. The incumbent will also be expected to perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess secondary education as a minimum requirement. A university degree in business or public administration, social sciences, or a relevant field is desirable but not mandatory. Certification in administration is also considered an asset. The role requires a strong understanding of administrative processes and the ability to apply relevant regulations and policies effectively. Candidates should demonstrate proficiency in using computers and office software packages, particularly MS Word and Excel, to perform their duties efficiently. Experience in international organizations, the UN system, or diplomatic missions is highly desirable, as is knowledge of OHCHR rules and regulations.

Educational Background:
The educational background required for this position includes at least secondary education. While a university degree in a relevant field such as business or public administration is preferred, it is not a strict requirement. Candidates with certification in administration will have an advantage. The emphasis is on having a solid foundation in administrative principles and practices, which will enable the successful candidate to navigate the complexities of the role effectively.

Experience:
The position requires a minimum of 6 years of relevant experience for candidates with secondary education or 3 years for those with a bachelor's degree. This experience should be in administrative or program support services, demonstrating a strong capability in managing administrative tasks and processes. Familiarity with the operations of international organizations, particularly within the UN system, is advantageous. Candidates should also have a proven track record of utilizing office software and technology to enhance productivity and efficiency in their work.

Languages:
Fluency in both Arabic and English is a mandatory requirement for this position. Candidates must be able to communicate effectively in both languages, as the role involves interaction with diverse stakeholders and the preparation of documents in both languages. Proficiency in additional languages may be considered an asset but is not required.
