Job Overview:
The Monitoring Officer NOB will work under the guidance of the Monitoring Specialist NoC, providing essential support for the planning and monitoring functions of the country program. This role requires close collaboration with other members of the Planning and Monitoring Section and sectoral program staff from both Kabul and zonal offices. The officer will be responsible for ensuring effective program monitoring, enhancing monitoring capacity, and facilitating coordination and networking among various stakeholders. The position is pivotal in ensuring that UNICEF's programs are implemented effectively and that they meet the needs of the children and communities they serve. The Monitoring Officer will also engage in data collection and analysis to inform program decisions and improvements, ensuring that the organization's goals are met efficiently and effectively.

Duties and Responsibilities:
  • Programme Monitoring: Oversee the monitoring of program implementation, ensuring that activities are aligned with UNICEF's strategic objectives and that they effectively address the needs of children and communities.
  • Monitoring Capacity Building: Facilitate training and capacity-building initiatives for staff and partners to enhance their monitoring skills and knowledge.
  • Coordination and Networking: Establish and maintain effective partnerships with government agencies, NGOs, and other stakeholders to promote collaboration and information sharing.
  • Data Collection and Analysis: Collect, analyze, and interpret data related to program performance, providing insights and recommendations for improvement.
  • Reporting: Prepare regular reports on program monitoring activities, highlighting successes, challenges, and areas for improvement.
  • Emergency Programming: Participate in emergency response efforts, ensuring that monitoring activities are adapted to meet the needs of children in crisis situations.
  • Field Work: Conduct field visits to assess program implementation and gather feedback from beneficiaries and stakeholders.

Required Qualifications:
  • A University degree (bachelor) in social sciences, statistics, planning development, or a related field.
  • Minimum of two years of progressively responsible relevant professional work experience at the national level in program planning, implementation, monitoring, and budget monitoring.
  • Practical experience in monitoring large programs is an asset.
  • Field work experience is essential, with at least one instance of exposure to emergency programming, including preparedness planning.
  • Active involvement in a humanitarian crisis response program is preferred.

Educational Background:
Candidates must possess a University degree (bachelor) in social sciences, statistics, planning development, or a related field. This educational background is crucial for understanding the complexities of program planning and monitoring, as well as for analyzing data effectively to inform decision-making processes.

Experience:
The position requires a minimum of two years of progressively responsible relevant professional work experience at the national level. This experience should encompass program planning, implementation, monitoring, and budget monitoring. Candidates with practical experience in monitoring large programs and those who have field work experience, particularly in emergency programming, will be given preference. Active involvement in humanitarian crisis response programs is also highly desirable.

Languages:
Fluency in English and the national language of the duty station (Dari or Pashto) is mandatory. Additionally, fluency in another UN language and another national language is considered an asset, enhancing the candidate's ability to communicate effectively in diverse contexts and with various stakeholders.
