Job Overview:
The Monitoring, Evaluation, and Learning (MEL) Advisor plays a crucial role in providing technical guidance on all MEL aspects of the STRengthening Infectious disease DEtection Systems (STRIDES) Activity in Bangladesh. This position involves overseeing the execution of day-to-day MEL activities, developing and implementing policies and processes, and ensuring quality service delivery through the use of project data for evidence-based decision-making. The MEL Advisor will lead the development, operationalization, implementation, and management of MEL systems, tools, and procedures to collect, collate, analyze, interpret, and utilize data that demonstrates impact and accountability of the Activity. They will supervise technical staff and subcontractors, ensuring alignment with workplan objectives and the Activity MEL Plan (AMELP) while promoting STRIDES as a thought leader in MEL through documentation of best practices.

Duties and Responsibilities:
The MEL Advisor's responsibilities include supporting the design, development, planning, implementation, and reporting against the STRIDES AMELP. They will develop, operationalize, implement, and manage MEL systems, tools, and procedures for data collection and analysis. The advisor will track progress against MEL indicators and targets, ensuring systematic reporting and integration of high-quality quantitative and qualitative methods. They will assess subcontractors' MEL-related data and reporting efforts, build staff MEL capacity, lead learning activities, manage relationships with government counterparts and multisectoral partners, and supervise and mentor staff. Additionally, the MEL Advisor will provide technical assistance to various public health laboratories and lead the design and implementation of training and workshops related to research, surveillance, and monitoring.

Required Qualifications:
Candidates must possess comprehensive knowledge and experience in national and international MEL practices, with the ability to manage projects, set priorities, and implement activities successfully. Excellent oral and written communication skills are essential, with fluency in English required and Bangla desirable. Strong organizational and analytical skills, demonstrated project and technical leadership, and the ability to motivate and influence others are also necessary. Candidates should have strong negotiation skills, the ability to build positive working relationships, and a high level of attention to detail.

Educational Background:
A Master’s Degree or its International Equivalent in Public Health, Biostatistics, Epidemiology, Knowledge/Information Services, Communications, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field is required. Project Management (PM) Certification is preferred.

Experience:
Typically, candidates should have 8+ years of relevant experience in designing and evaluating applicable programs/services in a managerial position in MEL. Demonstrated experience as a lead subject matter expert in MEL and managing complex projects across multiple countries is essential. Experience in developing publications, presentations, and reports that effectively communicate technical information to diverse audiences is also required. Proficiency with statistical analysis and data visualization software is necessary, along with expertise in project management and staff development.

Languages:
Fluency in English is mandatory, while proficiency in Bangla is considered desirable. Knowledge of additional languages may be beneficial but is not explicitly required.
