Job Overview:
The Counsel position at the World Bank Group is a critical role within the Legal Vice Presidency (LEG), which provides legal advice and support on a variety of operational, advisory, financial, administrative, and institutional matters. The Counsel will be responsible for advising internal clients on legal and policy issues, particularly focusing on fraud and corruption in World Bank operations and legal matters related to public-private partnerships (PPPs). This role requires engaging in policy discussions, conducting legal analyses, and preparing legal memoranda to ensure compliance with World Bank policies. The Counsel will also support the development of new policies and procedures and participate in negotiations and missions, all while promoting the goals and values of the World Bank Group.

Duties and Responsibilities:
The Counsel will have a diverse set of responsibilities, including: managing a broad portfolio of legal and policy issues, particularly concerning fraud and corruption and private sector participation in public investments; engaging in negotiations and policy discussions with various stakeholders; conducting comparative legal analyses and proposing solutions; providing legal support to projects to ensure adherence to policies; preparing legal memoranda on relevant issues; assisting in the development of policies and guidance; participating in strategic engagements with the Board of Executive Directors; and contributing to knowledge management and technology use within the Legal Vice Presidency. The Counsel will also be expected to perform ad hoc assignments as directed by the Chief Counsel or designated Lead/Senior Counsel.

Required Qualifications:
Candidates must possess a law degree (JD, LLB, LLM, or equivalent) and have at least five years of relevant experience. They should be qualified to practice law in at least one jurisdiction and have experience in international, administrative, commercial, or contract law. Familiarity with integrity risks, public-private partnerships, and the workings of international financial institutions is advantageous. Additionally, candidates should be adept at using various legal research sources, including electronic databases and AI tools, and must demonstrate fluency in English, with additional language skills in French, Spanish, or Portuguese being highly desirable.

Educational Background:
The position requires a law degree, which can be a Juris Doctor (JD), Bachelor of Laws (LLB), Master of Laws (LLM), or an equivalent qualification. This educational background is essential to ensure that the candidate has the necessary legal knowledge and skills to perform the duties of the Counsel effectively.

Experience:
Candidates should have a minimum of five years of relevant legal experience, particularly in areas related to international law, administrative law, commercial law, or contract law. Experience in transactional legal work, policy preparation, and familiarity with integrity frameworks and public-private partnerships is also required. Knowledge of the regulatory landscape in emerging markets is a plus, as is experience with international financial institutions.

Languages:
Fluency in English is mandatory for this position, both in written and oral communication. Additionally, proficiency in French, Spanish, Arabic, or Portuguese is preferred, as these language skills can enhance communication with diverse stakeholders and contribute to the effectiveness of the Counsel's role.
