Job Overview:
The Infrastructure Specialist will play a crucial role in ensuring the integrity and safety of IOM’s Migration Health Assessment Centers (MHACs). This position requires a blend of technical expertise and operational insight to protect IOM’s long-term infrastructure investments. The successful candidate will be responsible for finalizing the MHAC Fit-Out Guide, conducting multi-country facility assessments, and evaluating property-related risks across IOM medical infrastructure. The role also involves developing practical risk-informed recommendations to mitigate vulnerabilities within the large-scale Health Assessment Programme (HAP) operations. The Infrastructure Specialist will work under the supervision of the Programme Coordinator and the International Radiologist, ensuring that all assessments and recommendations align with IOM’s global standards and operational requirements.

Duties and Responsibilities:
The duties and responsibilities of the Infrastructure Specialist include: A) Standard Development (MHAC Fit-Out Guide): Conducting a comprehensive technical review of the draft MHAC Fit-Out Guide, refining and harmonizing requirements across various sections, translating technical specifications into clear design criteria, and developing detailed annexes for structural, legal, safety, and lease due-diligence requirements. B) Facility Assessments: Conducting remote reviews and field visits to selected MHACs, assessing each site’s structural integrity and safety conditions, identifying risks affecting service continuity, and preparing comprehensive facility assessment reports. C) Global MHAC Property Risk Mitigation Strategy: Developing a strategic framework to reduce exposure to structural and lease-related risks, providing cost recommendations, and creating a comprehensive 10-year infrastructure roadmap. D) Capacity Building: Designing practical guides or training modules for Country Offices on facility due diligence and conducting virtual training sessions. E) Reporting and Documentation: Submitting monthly progress updates, delivering assessment reports in standardized formats, and producing a final consolidated report. F) Travel: Undertaking travel to 4–6 MHAC sites across Africa, Asia, and the Middle East. G) Performing other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Structural/Civil Engineering, Architecture with a specialization in health facilities, Biomedical engineering with a facility design focus, public health engineering, or a related field from an accredited institution with seven years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with nine years of relevant professional experience is acceptable. Proven experience in planning, designing, or assessing clinical or public health facilities for at least nine years is essential. Candidates should demonstrate expertise in at least four technical domains such as hospital architecture, structural safety assessments, electrical and mechanical systems, radiology shielding, laboratory biosafety practices, and infection prevention and control.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Structural/Civil Engineering, Architecture, or Biomedical Engineering with a focus on facility design. Candidates with a University degree in these fields are also considered if they have additional relevant experience. The educational qualifications must be from an accredited academic institution, ensuring that candidates have a solid foundation in the necessary technical and operational aspects of health facility design and assessment.

Experience:
Candidates should have a minimum of nine years of proven experience in planning, designing, or assessing clinical or public health facilities. This experience should include conducting infrastructure assessments in Low-Middle-Income Countries (LMICs), fragile settings, or complex regulatory environments. Familiarity with lease risk, property due diligence, and facility acquisition considerations is also required. Prior work experience with organizations such as the United Nations, International Federation of Red Cross and Red Crescent Societies, or Médecins Sans Frontières is considered an advantage.

Languages:
Fluency in English is mandatory for this position, both oral and written. Candidates are also encouraged to have a working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, which would be advantageous during the selection process. The proficiency in required languages will be specifically evaluated, potentially including written and/or oral assessments to ensure effective communication within the organization.
