Job Overview:
The Stream Lead (Finance to Manage) (F2M) will play a crucial role in overseeing the enterprise resource planning management (ERP) solution within IOM, ensuring it aligns with organizational performance objectives and adapts to evolving requirements. This position involves direct supervision by the Chief of the Corporate Solutions Unit (CSU) and requires collaboration with Business Process Owners (BPOs) and other stakeholders. The Stream Lead will be responsible for managing and enhancing the finance processes and procedures within the organization, ensuring that the finance-related systems operate smoothly and effectively. This includes leading the F2M focal point for the Business Resource Management (BRM) team, addressing user needs, and proactively solving issues. The role also entails setting priorities for contracted resources, ensuring continuity of operations, and monitoring software upgrades and user activities. The Stream Lead will analyze end-user support requests, manage business relationships, and oversee the change process lifecycle, ensuring that all changes are implemented smoothly and effectively. This position is integral to the successful implementation of IOM's financial management systems and processes, contributing to the organization's overall mission and objectives.

Duties and Responsibilities:
The duties and responsibilities of the Stream Lead (Finance to Manage) (F2M) include:
  • Acting as the F2M focal point for the BRM Team, managing and enhancing IOM's finance processes and procedures.
  • Collaborating with the Department of Finance and Administrative Management (DFAM) and the global F2M community to address user needs and proactively solve issues.
  • Setting priorities and managing outputs of contracted resources to ensure timely and correct addressing of requirements.
  • Ensuring continuity of operations for F2M-related systems and monitoring activities related to software upgrades and technical integrations.
  • Analyzing end-user support requests and managing application change requests to achieve user satisfaction.
  • Leading business relationships with stakeholders to define demands for solutions and measure service quality.
  • Managing the full change process lifecycle, including business analyses and coordinating business process improvements.
  • Liaising with the ICT Enterprise Architect to ensure compatibility of F2M solutions with overall architectural goals.
  • Preparing technical and user documentation, presentations, and reports. 1
  • Tracking and reporting on progress against plans and operational service levels. 1
  • Providing oversight and support to external experts and vendors engaged in delivering solutions. 1
  • Performing other duties as assigned.

Required Qualifications:
Candidates must possess a Master's degree in Business Administration, Management, Finance, Information Technology, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, a University degree in the same fields with nine years of relevant experience is acceptable. Professional certification as a qualified accountant (such as ACCA, CA, CPA, CIMA, or CIPFA) is considered an advantage. Candidates should demonstrate extensive experience in accounting and financial management, including accounts consolidation, analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, and the design of accounting processes and procedures. Knowledge of IPSAS accounting standards is a distinct advantage, as is proven expertise in Oracle Cloud Fusion ERP software and systems. Candidates should also have experience in implementing effective financial controls and managing ERP software and accounting-related technological solutions.

Educational Background:
The educational background required for this position includes a Master's degree in Business Administration, Management, Finance, Information Technology, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields is acceptable, provided the candidate has nine years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. Professional certifications as a qualified accountant are advantageous and enhance the candidate's qualifications for the role.

Experience:
Candidates should have extensive experience in accounting and financial management, particularly in large-scale organizations. This includes experience with accounts consolidation, financial analysis, and the design of accounting processes and procedures. Practical knowledge of IPSAS accounting standards is a distinct advantage. Proven expertise in Oracle Cloud Fusion ERP software and systems is essential, particularly in planning, budgeting, project resources management, and reporting. Candidates should also have direct experience in ERP implementation and accounting structures setup, which is considered a distinct advantage.

Languages:
Fluency in English is required for this position, both oral and written. Working knowledge of French, Spanish, or another official UN language (such as Arabic, Chinese, or Russian) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-4 grade level and is intended for professional recruitment. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
