Duties and Responsibilities: The Security Officer will have a wide range of responsibilities, including but not limited to: participating in security and safety contingency planning, developing annual security plans, ensuring compliance with Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS), managing access control measures for WFP facilities, overseeing the security budget and procurement planning, managing security equipment, collaborating with Human Resources on security staffing matters, collecting and analyzing local security information, preparing security-related reports, providing security orientation briefings to new staff, facilitating training sessions for WFP and external partners, managing junior security staff, and supporting the supervisor during emergencies. The role requires a comprehensive understanding of security management principles and the ability to adapt to changing security environments.
Required Qualifications: Candidates must possess an advanced university degree in Security Management, International Relations, Law Enforcement, or a related field. Alternatively, a first university degree combined with additional years of relevant work experience or training may be accepted. A diploma from a Military or Police Academy with qualifying experience may also be considered in lieu of the first university degree. Candidates should have a strong theoretical understanding of security management concepts and best practices, as well as good analytical skills to assess security risks and develop effective solutions. Excellent communication skills are essential, along with the ability to supervise and motivate security staff.
Educational Background: The educational background required for this position includes an advanced university degree in a relevant field such as Security Management, International Relations, or Law Enforcement. A first university degree with additional relevant experience may be accepted. Candidates with a diploma from a Military or Police Academy and relevant experience may also qualify. Continuous professional development and training in security management are highly valued.
Experience: The ideal candidate should have at least three years of progressively responsible professional experience in security management, which may include military, police, or corporate security roles. Experience in security risk management and a background in international humanitarian development are highly desirable. Candidates should have demonstrated experience in managing support staff and have a track record of supporting complex security operations and emergency response activities.
Languages: Fluency in French (level C) is mandatory, and intermediate proficiency in English (level B) is required. Knowledge of additional languages may be considered an asset, enhancing communication within the diverse WFP environment.
