Job Overview:
The Extended Term Consultant (ETC) Finance Analyst position is crucial for managing disbursement-related activities during project implementation. The Finance Analyst will collaborate closely with Finance Officers and Regional Team Leaders to support task teams, operations staff, and external borrowers. This role involves addressing a diverse range of disbursement issues, providing solutions, and contributing to system design. The Finance Analyst will report directly to the Regional Team Lead and will play a key role in ensuring efficient financial operations within the organization.

Duties and Responsibilities:
The Finance Analyst will be responsible for a variety of tasks, including: processing disbursement transactions as the country focal point for assigned countries, collaborating with country Finance Officers, and ensuring timely resolution of transaction issues. The role also includes providing advisory services to internal clients on project preparation and implementation, managing project restructuring for low-risk Trust Funds, and monitoring inactive Project Designated Accounts. Additionally, the Finance Analyst will engage in training and capacity building for clients, evaluate transaction reviews, and support system design and enhancements. The position requires maintaining analytical reports and dashboards using tools like Power BI, collaborating with cross-functional teams, and ensuring effective communication with both technical and non-technical stakeholders.

Required Qualifications:
Candidates must possess a professional accounting qualification (CA, CPA, ACCA, or equivalent) and a bachelor's degree in finance, accounting, or a related field. A master's degree in a relevant discipline is preferred. The role requires advanced proficiency in English and one additional language (French or Portuguese), with effective communication skills in both written and spoken forms. Candidates should demonstrate knowledge of Generally Accepted Accounting Principles (GAAP), internal controls, and financial management, as well as familiarity with the World Bank’s Operational Policies and Procedures.

Educational Background:
The educational requirements for this position include a professional accounting qualification (CA, CPA, ACCA, or equivalent) and a bachelor's degree in finance, accounting, or a relevant discipline. A master's degree in business administration, finance, or accounting is considered a plus, enhancing the candidate's qualifications for the role.

Experience:
A minimum of three years of relevant work experience is required for this position. Experience in a financial institution or accounting firm is advantageous, as is familiarity with financial systems, AI, and blockchain technology. Candidates with Big Four or equivalent public accounting experience will have an added advantage, showcasing their expertise in financial operations and management.

Languages:
Candidates must demonstrate advanced proficiency in English and one additional language, either French or Portuguese. The ability to communicate effectively in both written and spoken forms is essential, as is the capacity to conduct meetings in these languages. Language proficiency will be assessed during the recruitment process, ensuring that candidates can effectively engage with diverse stakeholders.
