Job Overview: The consultant will play a crucial role in the Climate Change and Migration Data Project (CCMD), which is funded by the Ministry of Foreign Affairs of Denmark. This project aims to address the pressing issues of climate change, environmental degradation, and human mobility in Egypt. The consultant will be responsible for conducting a comprehensive study on the social impact of climate change on human mobility across Egypt’s governorates. This involves engaging with various stakeholders, including government entities, academia, and civil society, to gather data and insights that will inform policy recommendations. The consultant will also develop a comprehensive analytical report that presents evidence-based recommendations aimed at enhancing the resilience of vulnerable communities affected by climate change. The position requires a strong understanding of climate change adaptation, migration dynamics, and policy development, as well as the ability to produce high-quality research outputs that can influence national efforts to mitigate and adapt to climate change.
Duties and Responsibilities: The consultant will be tasked with several key deliverables throughout the consultancy period. The first deliverable involves conducting research and data analysis to provide an overview of climate change impacts across Egypt’s governorates. This includes identifying risks to livelihoods, analyzing internal human mobility patterns, and assessing population vulnerability. The second deliverable focuses on policy development and stakeholder consultation, where the consultant will draft a policy paper with actionable recommendations for integrating human mobility into Egypt’s climate adaptation strategies. The final deliverable will involve facilitating consultations with key stakeholders to validate findings and recommendations, culminating in a final policy paper and advocacy brief. The consultant will also be responsible for ensuring that the perspectives of vulnerable groups are adequately represented in all outputs.
Required Qualifications: Candidates must possess a Master’s degree in climate policy, migration studies, environmental governance, or a related field. They should have demonstrated expertise in climate change adaptation and migration dynamics, as well as experience in policy development. Strong researching and reporting skills are essential, along with a solid understanding of Egypt’s climate, socio-economic, and policy landscape. The consultant should also be able to produce high-quality research outputs and have a proven track record of conducting large-scale studies.
Educational Background: A Master’s degree in a relevant field such as climate policy, migration studies, or environmental governance is required. This educational background should provide the consultant with the necessary theoretical and practical knowledge to effectively address the challenges posed by climate change and its impact on human mobility.
Experience: A minimum of 5 years of work experience in related fields is required. Candidates should have proven experience in conducting large-scale research and producing high-quality policy outputs. Familiarity with Egypt’s climate and socio-economic context is essential, as is the ability to engage with various stakeholders effectively.
Languages: Excellent written and spoken English is mandatory, while proficiency in Arabic is considered an asset. The selection process may include assessments of language proficiency, particularly in the required languages, to ensure effective communication and reporting.
Additional Notes: The consultancy is expected to be conducted over a specified timeline, with payments structured across three deliverables. The first payment of USD 2,500 is due upon completion of the first deliverable by March 2026, the second payment of USD 2,500 is due upon completion of the second deliverable by June 2026, and the final payment of USD 3,000 is due upon submission of the final report and advocacy brief by August 202
The consultant will be required to provide their own medical insurance for non-occupational accidents and illnesses, as IOM does not provide such coverage. Additionally, IOM has a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
