Job Overview: The Consultant for Civil Engineering will play a crucial role in the 'Oportunidades' project, which aims to enhance the economic and social inclusion of individuals in human mobility, particularly women and youth, in selected host municipalities in Ecuador. This position requires a comprehensive understanding of civil engineering and architectural design to ensure the creation of sustainable, accessible, and multifunctional community infrastructures. The consultant will be responsible for planning, coordinating, and implementing project activities related to civil engineering and infrastructure adaptation/construction. The role demands a proactive approach to community engagement and the ability to work collaboratively with various stakeholders, including local authorities, NGOs, and community members, to foster an inclusive environment for migrants and vulnerable populations.
Duties and Responsibilities:
Assist in the planning, coordination, implementation, and monitoring of project activities related to civil engineering and infrastructure adaptation/construction.
Collect, summarize, analyze, and present technical information/data on specific civil engineering and construction topics, highlighting relevant aspects for consideration by stakeholders.
Supervise the execution of the budget for construction and civil works components and propose necessary adjustments.
Serve as a liaison for technical and administrative coordination of project implementation in civil engineering, involving extensive communication with various organizational units and external parties to initiate requests, obtain necessary authorizations, and follow up on administrative actions.
Prepare technical status reports; identify deficiencies in construction execution, communicate them to the supervisor, and suggest corrective measures in civil engineering and infrastructure.
Draft correspondence regarding project matters; prepare and update reports, briefing notes, technical drawings, calculations, statistical tables, and other documentation on civil engineering topics.
Organize meetings, workshops, and training sessions; prepare technical materials and participate in delivering training workshops, especially with local actors, contractors, and the community.
Respond to requests and complex technical inquiries; establish and maintain files/records on civil engineering and construction matters.
Participate in meetings and conferences; maintain effective communication and coordination with local authorities, partners, UN agencies, intergovernmental and non-governmental organizations, donors, and other relevant project stakeholders. 1
Supervise the work of implementing partners, contractors, suppliers, or others, and report any non-compliance to the supervisor. 1
Contribute to the development of Standard Operating Procedures (SOPs) and concept notes, and provide general support for the development of new projects related to civil engineering and infrastructure. 1
Provide technical guidance/training and assist in coordinating and supervising the work of other unit staff; supervise other staff members as assigned. 1
Collaborate in structural design and technical feasibility analysis of infrastructure, ensuring compliance with engineering standards and construction viability. 1
Prepare and develop technical assessments for new or renovated infrastructure, including all necessary data for structural specifications, materials, quantities, unit price analysis (UPA), technical documentation, among others. 1
Coordinate communication with sub-offices and various strategic actors on technical, administrative, and regulatory matters necessary for civil engineering interventions and infrastructure adaptation/construction. 1
Ensure compliance with civil engineering specifications with national building codes (NEC) and international safety and structural quality standards. 1
Prepare technical reports on construction progress, challenges, and recommendations for teams involved in effective project implementation. 1
Mitigate operational and improvement/construction risks; prepare responses to internal and external audits. 1
Report on technical and financial progress to the Preparedness and Response Officer; coordinate with the Project Manager. 2
Perform other related tasks as assigned.
Required Qualifications:
University degree in Civil Engineering from an institution recognized by SENESCYT.
Valid professional registration with the College of Civil Engineers of Ecuador.
Experience in coordination with local government authorities (municipal, cantonal, or parish), national institutions, and non-governmental organizations in civil works, construction, or infrastructure projects.
Experience working with vulnerable communities, including migrant, refugee, and internally displaced populations, women, youth, or other vulnerable groups.
Experience in community participation or application of participatory methodologies in construction projects (CBP, Localise, or similar) is valued.
Previous experience in social infrastructure projects, construction of community facilities, or public works is valued.
Previous experience working with international humanitarian organizations, UN agencies, NGOs, or government institutions in multicultural contexts is valued.
Knowledge of municipal public procurement processes, construction contracting procedures, and construction permit acquisition processes in Ecuador is valued.
Educational Background: A university degree in Civil Engineering from a recognized institution is required, along with a valid professional registration with the College of Civil Engineers of Ecuador. This educational background is essential to ensure that the consultant possesses the necessary technical knowledge and skills to effectively contribute to the project's objectives.
Experience: The position requires significant experience in civil engineering, particularly in coordinating with local authorities and working on infrastructure projects. Candidates should have a proven track record of engaging with vulnerable communities and applying participatory methodologies in construction projects. Experience with international organizations and knowledge of public procurement processes in Ecuador will be advantageous.
Languages: Proficiency in Spanish is mandatory, as it is the primary language of communication for the project. Knowledge of English and French, which are IOM's official languages, is considered an asset. Language proficiency will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position may require travel to various locations where IOM has a presence, as well as to other areas where project development is necessary. Travel expenses will be covered by the organization. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan (CP) for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM has a zero-tolerance policy regarding conduct incompatible with its objectives, including discrimination and harassment.
