Job Overview:
The Programme Budget and Resource Management Officer will play a crucial role within the Division of Programme Management at WHO/Europe. This position is responsible for ensuring the technical excellence of WHO/Europe’s health programs and coordinating various health initiatives. The officer will be involved in strategic and operational planning, budgeting, and performance management, aligning country priorities with WHO’s European Programme of Work and General Programme of Work. The role requires promoting results-based management concepts, ensuring smooth conduct of biennial planning processes, and developing tools for quality assurance. The officer will also support implementation through technical monitoring and capacity building, ensuring coherence across programs to enhance synergies and avoid duplication.

Duties and Responsibilities:
The key duties of the Programme Budget and Resource Management Officer include supporting the implementation of global and regional planning processes, contributing to the development of biennial programme budgets, and assisting with high-level budget costing and analysis. The officer will prepare and disseminate planning guidance, support operational planning in countries, and conduct monthly monitoring exercises using WHO’s ERP system. Responsibilities also include coordinating payroll cost reconciliation, managing award and workplan budgets, providing workplan management support, and facilitating global and regional performance assessments. The officer will prepare training materials, conduct training sessions, and provide helpdesk support to staff. Additionally, the officer will participate in global planning meetings and support resource mobilization activities.

Required Qualifications:
The ideal candidate must possess excellent computer skills, particularly in ERP systems and standard software. A proven understanding of WHO and UN policies and procedures is essential. The candidate should demonstrate the ability to manage emotions and support others in doing the same. The WHO competencies required for this position include teamwork, respect for cultural differences, effective communication, self-management, and producing results.

Educational Background:
The educational requirements for this position include the completion of secondary school or equivalent. A bachelor’s or master’s degree in public administration, business, public health, or a related field is desirable. Advanced skills in MS Office applications and training in ERP systems for programme and resource management are also preferred.

Experience:
Candidates must have at least 8 years of progressively responsible experience in programme planning, monitoring, reporting, and resource and budget management. Experience in an international environment or institution, particularly within WHO or the UN, is desirable.

Languages:
The essential language requirement is a mother tongue or advanced knowledge of English in reading, writing, and speaking. Intermediate knowledge of French, Russian, or German is considered desirable.

Additional Notes:
This position offers an attractive remuneration package, including an annual net base salary starting at USD 26,976, subject to mandatory deductions. The role includes 30 days of annual leave.
