Job Overview:
The Durable Solutions Associate position is crucial for implementing UNHCR's durable solutions strategy, particularly in the context of Peru. The incumbent will work closely with protection, program, and field staff to enhance partnerships and engage refugee communities in the design and implementation of solutions strategies. This role requires a comprehensive understanding of the challenges faced by refugees in Peru, including protection risks, administrative obstacles, and practical challenges related to local integration. The associate will provide counseling to refugees and persons of concern (POC), helping them identify the most appropriate durable solutions and enabling them to make informed decisions. The position demands excellent interpersonal skills, strong coordination abilities, and the capacity to work independently under pressure to meet tight deadlines.

Duties and Responsibilities:
The Durable Solutions Associate will be responsible for a variety of tasks, including: providing counseling to refugees and POC to identify suitable durable solutions; interviewing candidates for voluntary repatriation and preparing necessary documentation; preparing Resettlement Referral Forms (RRF) in accordance with established SOPs; assisting in local integration processes by preparing documentation for submission to local authorities or partners; updating electronic databases related to resettlement, voluntary repatriation, and local integration; ensuring timely processing of documentation for POC; preparing statistical and ad-hoc reports to share accurate information with relevant offices and partners; and supporting risk management and decision-making processes in the area of responsibility. The associate will also be expected to perform other related duties as required.

Required Qualifications:
Candidates must possess proven experience working with vulnerable populations, particularly refugees, and have solid knowledge of Peruvian legislation regarding access to documentation and state services. They should demonstrate technical skills in developing and strengthening national capacities and have a comprehensive understanding of resettlement as a durable solution for refugees. Excellent interpersonal, coordination, organization, and communication skills are essential, along with the ability to work independently and under pressure. Fluency in Spanish and a working knowledge of English (minimum B2 overall) are mandatory for this position.

Educational Background:
The position requires a minimum of a High School Diploma with three years of relevant experience, or a Bachelor’s degree or equivalent with two years of relevant work experience. While specific fields of education are not mandated, candidates should have relevant certifications, such as the HCR Protection Induction Program, which is essential for this role.

Experience:
Candidates should have at least three years of relevant experience for those with a High School Diploma, or two years for those with a Bachelor’s degree or higher. Experience in interviewing and diverse field experience is desirable, as it will enhance the candidate's ability to perform the duties of the position effectively.

Languages:
Fluency in Spanish is mandatory, along with a working knowledge of English. Knowledge of the local language is also beneficial for effective communication with the refugee population and local authorities.

Additional Notes:
This position is offered as a Local Individual Contractor Agreement (LICA) for a duration of six months, with the possibility of extension based on operational needs, budget, and performance. The position is based in Lima, Peru, and is not remote. Candidates must be legally present in the country at the time of application, recruitment, and appointment.
