Job Overview: The Project Manager will play a crucial role in the implementation of UNDP's Social Cohesion Project in Timor-Leste. This position involves overseeing the project from planning through to reporting, ensuring that all activities align with the project's objectives and are executed within the specified time and budget constraints. The Project Manager will be responsible for developing work plans, monitoring project activities, and ensuring that the project meets its goals of enhancing social cohesion and reducing conflict. This role requires collaboration with various stakeholders, including government institutions, civil society organizations, and development partners, to foster strategic partnerships and coordinate efforts in the areas of rule of law and human rights. The Project Manager will also be tasked with documenting the project implementation process, sharing best practices, and contributing to knowledge management within the organization. Overall, the Project Manager will be expected to lead the project team effectively, manage resources efficiently, and ensure that the project delivers meaningful results for the communities involved.
Duties and Responsibilities: The Project Manager will be responsible for a wide range of duties, including:
Planning and implementing project activities according to the project document and work plan, ensuring timely delivery of results.
Designing and drafting Concept Notes and Terms of Reference for project activities and events.
Providing technical inputs to the project team and partners, contributing to the development of a Monitoring and Evaluation framework.
Establishing systems for project planning, implementation, monitoring, and evaluation in collaboration with partners.
Preparing annual and quarterly work plans and budgets, managing day-to-day operations, and ensuring effective financial resource management.
Supervising project administration and procurement management, tracking project delivery, and reporting progress to UNDP management and development partners.
Building and leading an effective project team, providing guidance and feedback, and managing staff performance.
Developing strategic partnerships with national institutions, civil society, and development partners, and participating in relevant meetings.
Documenting project processes and results, sharing knowledge and best practices, and advocating for UNDP's core values and policies.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in Law, Human Rights, Political Science, International Studies, Development Studies, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with an additional two years of qualifying experience, will also be considered. The ideal candidate should have a minimum of seven years of relevant experience with a master’s degree or nine years with a bachelor’s degree in areas such as law and justice, social cohesion, human rights, and project management. Knowledge of gender justice and institutional capacity development is also essential, along with experience in managing complex projects and working with diverse stakeholders.

Languages: Fluency in English and Tetun is mandatory for this position, as these languages are essential for effective communication with stakeholders and project participants.
