Job Overview:
The Programme Officer (Immigration and Border Governance (IBG)) will play a crucial role in managing, coordinating, and overseeing the activities of the IBG Programme. This position requires a comprehensive understanding of immigration and border governance issues, as well as the ability to implement and monitor various projects related to border management, migration pathways, and legal identity. The Programme Officer will work under the supervision of the Chief of Mission and the Deputy Chief of Mission, collaborating closely with the Regional Thematic Specialist and the IBG Division. The role involves providing technical inputs for policy development, operational guidance, and capacity-building initiatives, ensuring that all projects align with IOM's policies and donor requirements. The Programme Officer will also be responsible for establishing partnerships with various stakeholders, including government agencies and international organizations, to enhance the effectiveness of IBG programmes and contribute to the implementation of the Global Compact for Migration.

Duties and Responsibilities:
  • Coordinate the overall implementation of the IBG portfolio, ensuring timely completion and alignment with IOM policies and donor requirements.
  • Provide technical inputs for the development of policy and operational resources aimed at enhancing migration pathways.
  • Offer guidance and support to Regional and Country Offices on emerging trends and resource mobilization for IBG projects.
  • Provide operational guidance and technical supervision on IBG projects, managing and supporting relevant programme staff.
  • Conduct capacity-development activities in coordination with technical experts on IBG thematic areas.
  • Establish and maintain effective working relationships with government counterparts to guide project implementation.
  • Oversee the development of public information and training materials for border governance stakeholders.
  • Pursue partnerships with UN Agencies, humanitarian organizations, and other stakeholders for successful IBG programme implementation.
  • Contribute to advancing IBG thematic areas within the UN Network on Migration and related initiatives. 1
  • Undertake travel as required to support programme implementation. 1
  • Perform any additional duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Candidates should have experience in programme conceptualization, development, monitoring, reporting, and evaluation, as well as familiarity with financial and business administration. A sound understanding of internal and international migration issues is essential, along with experience in liaising with governmental and diplomatic authorities.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, or International Studies from an accredited academic institution. Alternatively, a University degree in these fields is acceptable if accompanied by seven years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education from recognized institutions.

Experience:
Candidates should have a minimum of five years of relevant professional experience in programme development, monitoring, and evaluation. Experience in capacity-development activities and liaising with governmental and diplomatic authorities is crucial. Familiarity with financial and business administration, as well as a comprehensive understanding of migration-related issues, is necessary. Additionally, candidates should have experience in organizing consultations, workshops, and seminars with high-level stakeholders, demonstrating their ability to engage effectively with various partners.

Languages:
Fluency in English is required for this position, both oral and written. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments. IOM's official languages are English, French, and Spanish, and all staff members must be fluent in one of these languages.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension based on performance and funding availability. The role is classified at the P-3 grade level, indicating a professional vacancy. Internationally recruited professional staff are expected to be mobile, and any offer made is subject to funding confirmation.
